Phoenix Insurance Company Limited is taking its growth ambitions beyond Ghana’s biggest commercial centres, opening new agency locations and strengthening its agents as it seeks to bring insurance closer to more customers across the country.
The insurer’s strategy is built around a simple idea: reaching customers where they live, work and do business.
Rather than concentrating its distribution around major cities and conventional branch offices, Phoenix is pushing deeper into emerging commercial areas and communities where access to insurance may still be limited.
The company has already opened new agencies in Hohoe, Oda, Agogo, Fasi-Kle-Diwale, Kwabib, Wenchi and Awoshie Division, with more locations being considered.
For Phoenix, however, the expansion is about more than putting its name on new offices. The company is also investing in the agents expected to turn those locations into productive businesses.
Phoenix Takes Its Expansion to New Markets
Managing Director Henry Bukari said the agency network has become one of the most important pillars of Phoenix’s business.
“Each year, I find it immensely gratifying to reflect on our agency portfolio, which has become a formidable anchor and a pillar of our business strategy and operations.”
Henry Bukari
The company is now prospecting for agencies in several additional locations, including Apam, Akatsi, Agorda, Damballa Junction, Ada, Segen, Prampram, Enyan and Kpong.
Dansoman, Ashiaman and Ashanti Bekwai are also among the areas being targeted.
The expansion will add to Phoenix’s existing presence in major commercial centres such as Accra, Tema and Kumasi.
For customers in smaller towns and emerging business communities, the arrival of an agency could make a significant difference. Insurance is often a product that requires explanation and trust before a customer decides to buy.
Having someone nearby who can explain policies, answer questions and guide customers through the process could therefore help Phoenix reach people who might otherwise remain outside the formal insurance market.
Agents Become Central to Phoenix’s Growth
The people behind the agency network are becoming just as important as the locations themselves.
Phoenix is placing greater emphasis on its agents because they are the ones expected to take the company’s products directly into communities and commercial centres.
Bukari praised agents for the role they have played in building the Phoenix brand.
“This achievement is due to the relentless hard work and dedication of you, our agents. Today is dedicated to all of you for your commitment and support of the Phoenix brand.”
Henry Bukari
That recognition reflects a broader reality within the insurance industry. A company can establish offices in new locations, but without motivated people on the ground, those offices may struggle to attract and retain customers.
Phoenix appears determined to avoid that problem by supporting the agents who are driving its expansion.
Loan Scheme Gives Agents More Firepower
One of the company’s most notable initiatives is its agent loan scheme, introduced last year to provide financial support to agents.
Six agents have so far benefited from the scheme, while additional applications are awaiting approval.
“The second is our loan scheme, launched last year as a bold initiative of the company,” Bukari said.
“Since inception, six of our agents have benefited from the loan scheme, with a few pending approvals. This reflects our values as people-centered, and we will continue to innovate around the growth and well-being of our agents.”

For agents, additional financing can provide room to invest in marketing, customer acquisition, transportation and other activities required to build their portfolios.
For Phoenix, the initiative could also help create a stronger and more committed distribution force.
The company’s thinking appears to be that if agents have the tools and resources to grow, Phoenix ultimately benefits from the stronger customer relationships and increased business that follow.
Phoenix Wants Agents at the Decision Table
The company is also encouraging agents to speak openly about what they need.
Bukari told agents that management does not want to make decisions about their operations without hearing directly from them.
“We don’t want to sit in the office and think for you,” he said. “Tell us what works, and then we’ll see how far we can work towards that, making all of you happy.”
That approach could become increasingly important as Phoenix enters markets with different economic conditions and customer needs.
An agent operating in Hohoe may face different challenges from one serving customers in Ashiaman or Ada. Listening to those experiences could help management design support that is more practical and responsive.
Recognition Adds Another Layer
Phoenix is also using recognition to encourage agents to stay focused on performance.
The company has introduced a Hall of Fame for agents who have won five awards since the annual awards ceremony began.
The initiative is intended to celebrate consistency and give newer agents a clear example of what sustained performance can achieve.
Phoenix also highlighted the progress of newer members of its agency network.
Bukari recalled the case of Ruth Ayen, who attended the previous ceremony after recently joining the agency team and later returned to receive an award.
“Last year Ruth Ayen was an attendee after she had recently joined our agency team. Today she will receive an award,” he said.
Three new awardees were also recognised, reinforcing the company’s attempt to create an environment where both experienced and emerging agents can compete.
Bigger Footprint, Bigger Expectations
Phoenix’s expansion ultimately comes down to whether its growing agency network can deliver stronger premium growth and attract more customers who remain underserved by formal insurance.
The company has made it clear that opening agencies and supporting agents are not the final objectives.
Bukari described the progress achieved so far as a foundation rather than an endpoint.
“The awards on this stage, the agencies we have opened, the loans that have been disbursed, etc. are not the destination but the foundation.”
Henry Bukari
He urged agents to maintain the values that have helped build the relationship between the company and its agency force.
“Let the shared ethos of hard work, dedication and integrity continue to bind this relationship between Phoenix and our agency force.”
Henry Bukari
As Phoenix pushes into more communities, the company is effectively placing a bigger bet on its agents.
