Ghana And Kyrgyzstan Eye Security Council Cooperation Ahead Of 2027 Seats

President John Dramani Mahama has hosted Kyrgyzstan’s Foreign Minister, Jeenbek Kulubayev, for talks on how the African Union and the United Nations Security Council can coordinate on ending conflicts in 2027.

Foreign Affairs Minister Samuel Okudzeto Ablakwa disclosed the meeting in a statement, saying it took place the previous day on the sidelines of the 81st United Nations General Assembly in New York.

The timing gives the talks a structural logic. President Mahama assumes the African Union chairmanship in January, the month Kyrgyzstan begins a two-year Security Council term, and Kulubayev said President Sadyr Japarov will attend Ghana’s 70th independence anniversary celebrations next year.

Two Chairs, One Month

Both positions begin on 1 January 2027. Kyrgyzstan won its first-ever Council seat in a contested June vote, defeating the Philippines for the Asia-Pacific vacancy, and joins Austria, Portugal, Trinidad and Tobago and Zimbabwe in the incoming class.

For an African Union chair, a friendly voice on the Council has practical value. The union has no vote there, and its positions on African conflicts reach the Council through the African members and through whichever other members take an interest.

Kulubayev has himself called for Council reform, urging expanded representation for Asia, Africa and Latin America among the permanent members, which aligns his government with the demand Mahama pressed in his address to the Assembly.

What Resolution 2719 Does

President Mahama’s central contribution to the discussion, as Ablakwa describes it, was how the union and the United Nations can collaborate to end conflicts, particularly by leveraging Security Council Resolution 2719.

The resolution, adopted in December 2023, created a framework under which African Union-led peace support operations authorised by the Security Council can draw on United Nations assessed contributions, rather than depending on voluntary donations that have left missions underfunded.

Funding of up to 75 per cent of an operation’s costs can be covered, with the union responsible for the balance. The principle is agreed but its application has been contested, since funding assessed contributions requires agreement among Council members about which missions qualify.

A sympathetic non-permanent member is one of the few levers available to move it. That makes the meeting more consequential than a courtesy call, since a financing mechanism that exists on paper is the most direct route to acting on the chairmanship’s peace and security priority.

A Relationship Built In Six Months

The bilateral dimension is recent. Hon Ablakwa travelled to Bishkek in March, becoming the first African foreign minister hosted on an official visit to Kyrgyzstan, and signed two agreements there: a visa waiver for diplomatic and service passport holders and a framework for formal political consultations.

Ablakwa’s statement speaks of elevating those ties, which fits the plan to extend the waiver to ordinary passport holders. Mining anchors the commercial case. Ghana is Africa’s leading gold producer, and Kyrgyzstan hosts the Kumtor gold mine, one of the largest operations in Central Asia.

The New York meeting reviewed cooperation in the sector and ways of ramping up investment.

Thanks For The Resolution

President Mahama used the meeting to thank Kyrgyzstan for supporting the Ghana-led resolution declaring the trafficking of enslaved Africans the gravest crime against humanity, which the General Assembly adopted in March by 123 votes to three.

The talks fit an agenda Mahama has been assembling for months. Days earlier at the General Assembly he named four priorities for the chairmanship, among them peace and security, and at the Council on Foreign Relations he singled out colonial-era trade routes as the integration problem the chair should confront.

The preparation runs back further. In August, a committee of experts chaired by Ablakwa submitted five reports on the chairmanship strategy, and in December 2025 the ECOWAS Council of Ministers named Mahama the region’s sole candidate, a choice heads of state unanimously endorsed days later.

An Invitation Accepted

The most concrete outcome is the attendance commitment. Ghana marks 70 years of independence on 6 March 2027, and President Mahama has invited the world to join the celebrations, using the diaspora town hall in New York to extend the same invitation to Ghanaians abroad.

Japarov’s acceptance brings a Central Asian head of state to Accra in a year when Ghana is also taking the African Union chair.

What the relationship delivers will be measured by whether the visa waiver reaches ordinary travellers, whether mining cooperation produces investment, and whether Kyrgyzstan’s Council seat gives Africa a voice on peacekeeping financing that it has not had.
