GAUA Suspends Strike as 80% of Concerns Addressed

Ghana Association of University Administrators (GAUA)

The Ghana Association of University Administrators (GAUA) has suspended its strike after the government addressed 80 percent of the concerns that prompted the industrial action, and members will return to work on Monday.

Announcing the decision on Friday, the union’s National President, Kwaku Karikari Amoah, said the government had shown good faith in dealing with the grievances, a development that persuaded the leadership to call off the action.

Addressing the media on Friday, October 16, Mr Amoah said the union’s decision followed engagements between GAUA and the government aimed at resolving the outstanding issues.

“On that basis, we agreed that we unanimously suspend this strike so that our members will go back to their offices Monday to work,”

The resumption will see administrators return to their offices at public universities on Monday, October 19, restoring the administrative machinery that had been disrupted while the strike lasted. Unity at the top table: The suspension was reached unanimously, according to the union’s leadership.

What Triggered the Strike

The industrial action grew out of what the union described as “growing disparities in market premiums and other allowances” between non-teaching and teaching staff in Ghana’s public universities.

GAUA had argued that the gap in remuneration and allowances between the two groups was widening and called for greater equity in the conditions of service for non-teaching personnel.

University administrators work alongside lecturers and researchers, and the union maintained that their contribution to the running of tertiary institutions should be reflected in how they are compensated.

The dispute therefore turned on fairness in the treatment of staff within the same institutions, rather than on a demand for new benefits unrelated to existing structures.

Why the Strike Mattered

The strike raised concerns about administrative operations at the affected universities. Administrators support academic activities and manage the day-to-day affairs of tertiary institutions, from admissions and records to staff welfare, financial administration and the coordination of examinations.

When such functions slow down or stop, the effects can reach students, lecturers and other stakeholders, who depend on a steady flow of administrative services. The suspension is therefore expected to bring relief to campuses where those services had been affected.

A matter of balance, Behind the dispute lies a wider question of how universities reward the different categories of staff that keep them running.

Mr Amoah credited the government with responding positively to the union’s concerns. According to the GAUA leadership, the response covered 80 percent of the issues that had been raised, which the union regarded as sufficient evidence of good faith to justify calling off the strike.

The figure also means that about one fifth of the concerns remain unresolved. The union has not detailed publicly which matters fall within that remainder, but the arithmetic makes clear that the dispute has been eased rather than fully settled.

Outstanding Issues

GAUA is expected to continue engaging the relevant authorities on the unresolved matters as it works toward a lasting resolution of the dispute. A suspension, by its nature, is a pause in the industrial action, not a withdrawal of the underlying demands.

Whether the remaining issues are settled quickly will depend on the pace of the talks and the willingness of both sides to sustain the cooperation that produced Friday’s breakthrough.

For now, the union has chosen dialogue over continued disruption, and the government has an opportunity to consolidate that goodwill by dealing with what is left.

The development offers a measure of stability to Ghana’s public universities, which depend on the coordinated work of academic and non-teaching staff alike.

The return of administrators on Monday should allow normal operations to resume, while the continuing engagements will determine whether the peace holds.

Stakeholders in the tertiary education sector will be watching closely to see how the outstanding issues are handled, and whether the equity in conditions of service that GAUA seeks is finally achieved.
