The Driver and Vehicle Licensing Authority (DVLA) has disclosed that its initial Traffitech pilot programme issued more than 70,000 caution notices to motorists for over speeding in October 2026, raising concerns about the scale of traffic indiscipline on Ghana’s roads.

The figure was recorded with only 30 per cent of the planned camera network deployed, according to DVLA Chief Executive Officer, Julius Neequaye Kotey, who described the data as a sobering indication of the need for stronger compliance with road traffic regulations.

“The recent data from the initial pilot program of the Traffitech system is both a sobering revelation and an urgent call to action.”

Mr Kotey stressed that the automated traffic enforcement system was not introduced to intimidate, harass or penalise law-abiding motorists but to encourage responsible driving and protect lives.

The pilot is therefore operating with a limited portion of the intended monitoring infrastructure while already identifying a substantial number of speeding cases. The DVLA CEO described the figures as a sobering revelation, arguing that they expose the extent of speeding among motorists and the need to strengthen road discipline.

“This statistic speaks volumes about the pervasive indiscipline on our roads,” Mr Kotey stated, warning that the figures should prompt motorists to reconsider their driving behaviour. The data also places renewed attention on the enforcement of speed limits as authorities continue preparations to expand the technology-driven system across the country.

Although the statement did not provide a breakdown of the notices by region, road or category of vehicle, the overall figure highlights the scale of speeding detected during the pilot period.

DVLA Links Speeding to Road Accidents and Loss of Lives

Mr Kotey identified speeding as one of the primary catalysts for fatal road accidents, warning that the practice continues to cut short lives and bring avoidable grief to families across the country.

He argued that the high number of caution notices should prompt motorists to recognise the consequences of disregarding traffic regulations and take greater responsibility for their conduct on the roads.

The DVLA chief emphasised that road safety extends beyond the individual driver, involving passengers, pedestrians and other road users who depend on motorists to observe traffic rules.

“Our vision at the DVLA, alongside our partner safety agencies, is simple: every motorist, passenger, and pedestrian in Ghana deserves to travel on roads that are safe, reliable, and secure”.

His comments underline the authority’s position that improving road safety requires both effective enforcement and a change in driving behaviour.

Traffitech Not Designed to Intimidate Law-Abiding Drivers

Addressing concerns about the introduction of automated traffic enforcement, Mr Kotey maintained that Traffitech was not intended to intimidate, harass or penalise motorists who comply with road traffic regulations.

He explained that automated traffic enforcement is a standard mechanism used by developed countries to encourage responsible driving behaviour and protect road users.

According to him, the system forms part of efforts by the DVLA and its partner road safety agencies to modernise Ghana’s transportation infrastructure through technology-driven interventions. Mr Kotey further described automated enforcement as an important tool for promoting compliance, reducing dangerous driving practices and safeguarding lives.

“Technology-driven safety systems are essential for modernizing our transportation infrastructure,” he stated, reinforcing the authority’s position that the system is intended to improve safety rather than target law-abiding motorists.

DVLA Urges Motorists to Embrace Nationwide Traffitech Expansion

As the authority prepares to scale up Traffitech deployment across Ghana, Mr Kotey has appealed to motorists to take personal responsibility for improving road safety.

“As we continue to scale up the Traffitech deployment across the country, I urge every driver, Ghanaian and non-Ghanaian alike to embrace this system not with apprehension, but as a shared commitment to national safety”.

The planned expansion will increase the reach of the automated monitoring system beyond the 30 per cent of the camera network currently deployed during the pilot programme. However, Mr Kotey did not provide a specific timeline for completing the deployment or indicate when the system would become fully operational nationwide.

He maintained that the ultimate objective is to create safer roads through a combination of technology, compliance and collective responsibility. “Let us slow down, observe traffic regulations, and work together to safeguard lives on our roads,” the DVLA CEO urged.

The more than 70,000 caution notices recorded in October have consequently placed speeding and driver discipline at the centre of discussions surrounding the Traffitech rollout. As deployment expands, the authority’s challenge will be to strengthen enforcement while encouraging motorists to make compliance with traffic regulations an everyday responsibility.
