Ablakwa Reveals Key Figures in Ambulance Scandal Fled Ghana Before Election

Hon. Samuel Okudzeto Ablakwa, Member of Parliament for North Tongu, has revealed that three key individuals involved in the controversial US$108 million ambulance procurement deal, allegedly connected to President Akufo-Addo’s daughters, left Ghana prior to the December 7th election.

According to Ablakwa, these individuals — Stephen Okereke Elendu Kalu Okoro, Frank Agyekum Boateng, and Vivian Oppong Kyekyeku — played central roles in facilitating what he described as a “sweetheart deal.” 

He asserted that their sudden departure raises serious questions about accountability and efforts to investigate the deal, which has sparked widespread public criticism.

“Unimpeachable tracking and impeccable parliamentary oversight confirm that they flew out of Ghana a few days before last Saturday’s presidential and parliamentary elections.

He further revealed that Mr. Okoro presented two passports to immigration authorities: a Nigerian passport with the last three digits 923 and a Ghanaian passport with the last three digits 742.

Ablakwa identified Mr. Stephen Okoro as a director of Elok Consult and Services Limited, one of the companies hastily incorporated and single-sourced to import the outrageously overpriced ambulances. 

He claimed that, but for his timely exposé in July, Mr. Okoro and other members of the ambulance deal would have received an additional US$34.9 million for spare parts, a payment authorized by Ken Ofori-Atta without parliamentary approval just before his exit from the Finance Ministry. 

Ablakwa also pointed out that, as previously revealed, the trio of Mr. Stephen Okoro, Gyankroma Akufo-Addo, and Edwina Akufo-Addo are behind the registration of SFO Initiatives Limited, Goodbox Limited, and Good Grow Limited.

Ambulance Cabal Avoided December 7 Vote

Furthermore, Hon. Samuel Okudzeto Ablakwa emphasized that continuous and diligent tracking confirms that all three key figures behind the ambulance deal have stayed outside the country. 

According to Ablakwa, they did not return on December 7 to vote for the political party that made them instant dollar millionaires, albeit through a corrupt and controversial deal. 

He noted that this deal, which the Auditor-General has thoroughly documented, is riddled with numerous illegalities, further highlighting the misconduct and abuse of power surrounding it.

“The second person who appears to have fled is Mr. Frank Agyekum Boateng. Mr. Boateng left our shores a day before Mr. Okoro — that is, on November 26, 2024.

“Mr. Boateng opted for Washington using United Airlines flight UA3010. He traveled with a Ghanaian passport with its last 3 digits being 970. Mr. Frank Agyekum Boateng and Alvin Mensah are both directors of the notorious BEFT Engineering, another company hurriedly incorporated for the ambulance sweetheart deal”.

The MP further revealed that Vivian Oppong Kyekyeku, associated with Luxury World Auto Group Limited, quickly fled the country. 

He noted that her departure occurred a few weeks after he published the ambulance exposé and filed a criminal complaint with the Office of the Special Prosecutor.

He pointed out that she boarded Delta flight DL157 to New York on August 31, 2024. 

Ablakwa detailed that Upon departure, she presented two passports to immigration authorities— a U.S. passport ending in 777 and a Ghanaian passport ending in 020. Since then, she has not returned to Ghana.

He highlighted that the NDC’s Operation Recover All Loots (ORAL) will undoubtedly necessitate close cooperation with Ghana’s international partners to locate and apprehend those who have fled the country. “They can run but they surely can’t hide”.

Ablakwa stated that the day of reckoning has arrived, emphasizing that the Ghanaian people will finally see the accountability they have long been waiting for.
