Egypt, Azerbaijan Explore Strategic Oil Partnership Deal

Egypt and Azerbaijan are taking significant steps toward deepening their cooperation in the oil and gas sector.  

In a high-level meeting held in Cairo, Eng. Karim Badawi, Egypt’s Minister of Petroleum and Mineral Resources, welcomed Dr. Elkhan Polukhov, Ambassador of Azerbaijan to Egypt, along with a delegation from the State Oil Company of the Republic of Azerbaijan (SOCAR). 

Eng. Badawi highlighted Egypt’s keen interest in building a long-term energy alliance with Azerbaijan, emphasizing the depth of political and economic relations already existing between the two nations. 

“Egypt is looking forward to opening new avenues of cooperation with Azerbaijan in the fields of energy, oil, and gas.

“We value the strong political support from both governments and aim to capitalize on this momentum to activate strategic cooperation.”

He stressed the mutual benefit of such a partnership and called for enhanced knowledge-sharing and joint ventures in upstream and downstream operations, as well as infrastructure development, refining, and trading.

The meeting was also attended by key figures from Egypt’s oil and gas sector, including Eng. Salah Abdel Karim, CEO of the Egyptian General Petroleum Corporation (EGPC); Eng. Moataz Atef, Undersecretary of the Ministry; Dr. Samir Raslan, Undersecretary for Agreements and Exploration; and Eng. Osama El Samannoudi, Vice President of Egyptian Natural Gas Holding Company (EGAS) for Operations and Networks. 

Together, they reviewed the strategic priorities of Egypt’s Ministry of Petroleum and Mineral Resources, including new exploration licenses, refining expansion, energy transition, and improving regional connectivity through pipeline and LNG infrastructure. 

For Azerbaijan, the meeting was a vital step toward enhancing economic diplomacy and diversifying its global energy outreach through its state-run oil company, SOCAR, which has built an impressive international presence in recent years. 

“Our strong political ties support the development and prosperity of trade and investment relations.

“We are enthusiastic about practical cooperation in energy and are ready to proceed swiftly.”

Polukhov also expressed Azerbaijan’s interest in exploring joint initiatives in renewable and green energy, aligning with Egypt’s emerging profile as a regional hub for clean energy investments.

The Minister emphasized that Egypt’s petroleum sector has already started implementing major green energy projects through the Egyptian Petrochemicals Holding Company (ECHEM). 

One of the key highlights of the meeting was the shared commitment to green and renewable energy development.

“Green energy is not a distant goal — it is an active part of our petroleum sector’s transformation.

“We welcome cooperation between ECHEM and SOCAR in exchanging expertise and driving sustainable energy solutions.”

This aligns with Egypt’s broader strategy to integrate low-carbon technologies and clean hydrogen initiatives into its energy mix, complementing its existing role as a key player in the Eastern Mediterranean Gas Forum and as a bridge between African and European energy markets. 

In a show of Azerbaijan’s commitment to sustained engagement, Ambassador Polukhov extended an official invitation to Minister Badawi to attend the upcoming Oil and Gas Conference in Baku this June.

The conference is expected to attract energy ministers, corporate leaders, and investors from across the globe, providing an important platform to advance cooperation frameworks. 

The invitation marks a potential next phase in the bilateral energy dialogue, with expectations for memoranda of understanding (MoUs) or joint projects to follow. 

This meeting signals an important milestone in Egypt-Azerbaijan relations, with both countries viewing energy cooperation as a catalyst for wider economic integration.

Egypt, with its large refining and LNG export infrastructure, and Azerbaijan, with its extensive upstream capabilities and international reach through SOCAR, are well-positioned to develop a mutually beneficial energy corridor. 

With growing global focus on energy security, diversified supply chains, and clean energy, Egypt and Azerbaijan appear poised to leverage their strengths for joint growth.  

The outcome of June’s conference in Baku could mark a new chapter in this evolving partnership.
