Ghana’s digital transformation agenda is gaining momentum as the Ministry of Communications formalizes landmark partnerships with global technology leaders, Google and Huawei.
The move is part of a broader strategy to align public policy, research, and practical innovation in order to empower Ghanaians for the 21st-century digital economy.
At the recent Government Accountability Series briefing held on Friday, August 1, 2025, the Minister of Communications, Hon. Samuel Nartey George, announced that these two tech giants have committed to training 100,000 Ghanaians each through the government’s One Million Coders Program.
The initiative aims to build a digital-ready workforce in support of President John Mahama’s technological and economic transformation vision.
“And let us be clear, this Google certificate and Huawei training programs are going to be a mix of in-person and online training programs. And so we’ll be rolling out the plan very soon in every constituency in the country to allow people to take these trainings.
“The beauty of the Google 100,000 training is that Google already has its AI research lab here in Ghana. What we’re trying to do is to train the people using Google’s own certification program, and then on the back of that, get them employed to work with Google or any of its partners and affiliates.”

A particular highlight is Google’s role in the initiative, with training programs connected to its local Artificial Intelligence (AI) research lab based in Ghana.
Through these programs, trainees can obtain Google certification, increasing their chances of securing employment with Google or any of its global partners.
This represents a direct attempt to convert learning into economic opportunities.
Telcos Cautioned On Data Prices Cut
In addition to workforce development, the Ministry of Communications has focused on improving digital access and affordability.
As of July 1, 2025, major mobile network operators revised their data tariffs. MTN increased all data bundles by 15%, while AirtelTigo and Telecel raised theirs by 10%.
These adjustments resulted in significant gains in data volume for the same price. For example, MTN’s previously controversial GHS 399 bundle now provides 214GB of data—up from just 92GB under the former administration.
These pricing changes stem from a comprehensive reform package introduced earlier in the year. The reforms included a national spectrum review, updated licensing conditions tied to consumer pricing, and extensive regulatory consultations with the network providers. The outcome is a more competitive market geared toward consumer affordability.
The government has also secured commitments from the three largest telecom providers to invest a combined $150 million in infrastructure upgrades before the year’s end. These investments are expected to significantly enhance service quality and network reliability.
The minister emphasized that the government remains fully aware of the public’s frustrations regarding poor network quality. Mobile users have long reported issues such as frequent call drops, slow internet speeds, and data irregularities.
“As I indicated in my last press briefing, we’re giving them the third quarter to implement and utilize the spectrum that has been made available to them. And subsequent to that, in Q4, we will begin rigorous enforcement of quality of service.
“We will not hesitate as a ministry to give policy direction to the regulator, the NCA, to impose very hefty fines on companies or mobile network operators who fail to meet their quality of service obligations.”

In response to recurring complaints about data vanishing or running faster than expected, Hon. George made it clear that while the government stands with consumers, any investigation must be based on facts rather than sentiment.
A special task force has been formed within the National Communications Authority (NCA) and across the major telecom operators to probe user complaints.
So far, findings have shown that most data issues stem from user device settings and behaviors rather than manipulation by providers.
The Minister assured the public that any verified breach of approved pricing regulations would be dealt with decisively, reiterating the government’s commitment to fairness and transparency in telecom service delivery.
Massive Legal Overhaul Backs Digital Transformation
Furthermore, Hon. Sam George revealed that the Ministry of Communications has completed a full review of Ghana’s existing ICT legislation.
This has culminated in the drafting of 15 new legal instruments aimed at aligning the country’s digital governance with global best practices.
These laws include amendments to the Data Protection Act, new cybersecurity regulations, the Ghana Innovation and Startup Bill, and specific legislation addressing artificial intelligence, digital trade, cloud services, and platform governance.
This unprecedented legislative effort is intended to provide a robust legal framework for Ghana’s digital reset, a key component of President Mahama’s 24-hour economy policy.

But that’s what we’re doing because when we say there is a reset for the 24-hour economy, this is a digital reset to put Ghana in preparedness to roll out President John Dramani Mahama’s 24-hour economy.”

As Ghana positions itself as a future digital hub in West Africa, the combination of strategic partnerships, cost reforms, regulatory oversight, and legislative innovation is expected to accelerate the nation’s digital transformation journey.
With structured training opportunities, improved data affordability, and modern legal systems, the country is taking deliberate steps to equip its citizens and institutions for a digitally driven future.
