With over two decades of expertise in financial services and technology, Arthur brings a wealth of experience to steer GhIPSS toward new milestones in digital innovation and financial inclusion.

“It is an honour coming back to continue what was started and deliver the mandate of GhIPSS. Collaboration and unity are fundamental to our success. Together, we will elevate this institution to new heights and solidify Ghana’s position as a leading payment and settlement system hub in Africa.”

Clara B. Arthur

Her words not only highlighted her leadership philosophy but also reinforced the organisation’s long-term goal of positioning Ghana at the forefront of Africa’s digital finance revolution.

A Trailblazer in Digital Finance

Clara B. Arthur is widely respected in Ghana’s financial sector for her pioneering work in mobile money, fintech adoption, and electronic payment systems. Over her career, she has consistently pushed the boundaries of financial services by deploying digital solutions that extend access to underserved communities.

Her expertise spans across strategy, innovation, regulatory engagement, and policy advocacy. Moreover, she has been an active voice in promoting women’s participation in digital finance, making her appointment a milestone for gender representation in leadership within the financial technology space.

As CEO, Arthur is expected to lead GhIPSS in deepening the penetration of electronic payments across Ghana. Her leadership will focus on strengthening the country’s digital financial infrastructure, ensuring that payment systems are efficient, reliable, and inclusive.

Under her stewardship, GhIPSS will aim to accelerate the adoption of digital transactions, reduce reliance on cash, and enhance interoperability among banks, fintechs, and mobile money operators. This vision aligns with the broader national agenda of building a robust digital economy that empowers businesses, improves government service delivery, and expands financial inclusion.

Clara B. Arthur’s career has been defined by her commitment to financial inclusion, and this philosophy is expected to remain at the core of her leadership at GhIPSS. By leveraging technology-driven solutions, she aims to break down barriers that limit access to financial services for rural communities, small businesses, and marginalized groups.

This approach will not only create more opportunities for economic empowerment but also strengthen Ghana’s resilience against external shocks by deepening domestic financial systems.

The management and staff of GhIPSS have pledged their support for Arthur as she begins this new chapter. Stakeholders in the banking and fintech sectors have also expressed confidence that her leadership will foster stronger collaboration across the financial ecosystem.

Her ability to unite diverse players within the sector is expected to be crucial in scaling digital innovations and ensuring that Ghana maintains its position as a leader in payment and settlement systems on the continent.

As the world increasingly shifts toward digital economies, GhIPSS under Arthur’s leadership will not only facilitate secure and efficient payments but also shape the future of financial services in Ghana and beyond.
