Housing Ministry Intensifies Efforts to Tackle Flooding Ahead of Rains

The government has intensified efforts to address seasonal flooding risks as the country approaches the peak of its rainy season, with key officials from the Ministry of Works and Housing engaging stakeholders on ongoing mitigation projects across Accra.

The Minister for Works and Housing, Hon. Kenneth Gilbert Adjei, together with Deputy Minister Hon. Gizella Tetteh-Agbotui, convened a high-level meeting with heads of agencies and engineering entities responsible for implementing flood control interventions.

The meeting focused on assessing the level of preparedness and progress of projects designed to reduce the impact of flooding in some of the capital’s most vulnerable communities.

Discussions at the meeting centred on several ongoing projects targeting flood hotspots, particularly areas that have historically experienced severe flooding during heavy rains.

Among the major interventions reviewed were drainage improvement works along the Odaw channel at Achimota and Nima, as well as similar efforts in Abofu. Authorities also examined progress on the reconstruction of the Kaneshie drain channel, including the rebuilding of the South Kaneshie Bridge.

Additional works include the second phase of the Kaneshie drainage project and the dredging of the Odaw River’s main channel, aimed at improving water flow and reducing the risk of overflow during intense rainfall.

These projects form part of a broader strategy to strengthen urban drainage systems and enhance the city’s resilience to seasonal flooding.

Rising urgency as rainy season approaches

The government’s renewed focus on flood mitigation comes amid warnings from the Ghana Meteorological Agency about the likelihood of heavy and frequent rainfall in 2026. Such forecasts have heightened concerns about the potential for widespread flooding, particularly in urban areas.

Seasonal flooding has long been a recurring challenge in Ghana, driven by both natural and human-induced factors. While rainfall patterns play a significant role, experts note that the severity of flooding has been exacerbated by rapid urbanisation and inadequate infrastructure.

The bimodal rainfall pattern in southern Ghana, which includes Accra, increases the likelihood of repeated flooding events within a single year, placing additional pressure on drainage systems.

Beyond natural causes, officials and experts have pointed to human activities as a major contributor to the worsening flood situation. Poor urban planning has led to the construction of buildings in waterways and wetlands, obstructing natural drainage paths.

Indiscriminate waste disposal has further compounded the problem, with refuse clogging drains and gutters, preventing the free flow of water during rainfall. This often results in water backing up and flooding surrounding communities.

In addition, existing drainage infrastructure in many parts of Accra is either undersized or poorly maintained, limiting its capacity to handle increased runoff from expanding urban areas.

Climate change has also been identified as a contributing factor, with changing weather patterns leading to more intense and unpredictable rainfall events.

Government emphasises proactive approach

The meeting led by the Works and Housing Ministry reflects a shift toward proactive flood management, with authorities seeking to address vulnerabilities before the onset of heavy rains.

By reviewing the status of ongoing projects and engaging directly with implementing agencies, the government aims to ensure that interventions are completed on schedule and deliver the intended impact.

The focus on critical areas such as the Odaw River and major drainage channels underscores the importance of addressing long-standing bottlenecks that have contributed to flooding in the capital.

Engineering institutions and technical experts participating in the meeting provided updates on project execution and highlighted challenges affecting progress. Their involvement is seen as essential to ensuring that infrastructure solutions are both effective and sustainable.

The integration of engineering expertise into planning and implementation processes is expected to enhance the quality of flood mitigation measures, reducing the likelihood of system failures during peak rainfall periods.

Long term solutions required

While ongoing projects are expected to provide immediate relief, stakeholders acknowledge that addressing Ghana’s flooding challenges will require sustained investment and comprehensive planning.

This includes strengthening urban planning regulations, improving waste management systems, and expanding drainage infrastructure to meet the demands of a growing population.

Public awareness and community engagement are also critical components, as behavioural changes related to waste disposal and land use can significantly reduce flood risks.

Efforts to mitigate flooding must also take into account environmental sustainability. Protecting wetlands and natural waterways is essential to maintaining ecological balance and preventing excessive runoff.

Authorities are therefore expected to incorporate environmental considerations into future planning, ensuring that development does not come at the expense of natural drainage systems.

A critical test for urban resilience

As Ghana enters the 2026 rainy season, the effectiveness of these interventions will be closely monitored. The ability of drainage systems to withstand heavy rainfall will serve as a key indicator of progress in addressing the country’s flood challenges.

For residents in flood-prone areas, the hope is that these efforts will translate into reduced risk and improved safety during the rainy season. The government’s actions signal a recognition of the urgency of the issue and a commitment to protecting lives and property through improved infrastructure and planning.
