E&P Declares ‘Massive’ Development for Damang as It Assumes Operation

Engineers and Planners (E&P) has officially taken the reins of the Damang Mine, marking a historic shift in Ghana’s mining sector as the company assumes full operational control of the concession following a successful and competitive bidding process.

This landmark handover signifies a strategic transition for the indigenous firm, which has evolved from a long-term mining contractor into a full-scale mine owner, effectively ending the tenure of Gold Fields Ghana Limited at the site.

The formal transition, which took place at the mine site on Saturday, April 18, 2026, was presided over by the Minister for Lands and Natural Resources, Hon. Emmanuel Armah-Kofi Buah, who performed the symbolic transfer of the concession.

This development follows a rigorous evaluation by the Minerals Commission, which vetted E&P’s technical capacity, financial strength, and operational readiness.

By securing this lease, E&P leverages three decades of intimate institutional knowledge of the mine’s geological and operational dynamics, positioning the company to ensure seamless continuity in production.

Driving Economic Growth through Ambitious Infrastructure

E&P is not merely aiming for operational continuity but is targeting a broader socio-economic transformation of the surrounding mining communities.

During the ceremony, Mr. Mahama unveiled a series of “massive” infrastructure projects designed to catalyze regional development and prove the efficacy of local management in large-scale operations.

Chief among these is the ambitious plan for the construction of a concrete road linking Damang to Cape Coast, which the company intends to deliver within two years.

Furthermore, E&P has committed to the development of an airport at the mine site within six months, a project expected to significantly improve logistics and accessibility for the region.

These investments are intended to drive local economic growth, creating a ripple effect of business opportunities and improved infrastructure far beyond the immediate mining pits.

Championing the National Local Content Agenda

The acquisition of the Damang Mine by an entirely Ghanaian-owned entity is widely regarded as a watershed moment for the government’s local content agenda.

For years, the Ministry of Lands and Natural Resources has pushed for indigenous firms to transition from providing peripheral support services to occupying the “commanding heights” of the extractive industry.

By successfully bidding for and assuming control of a world-class mine, E&P directly supports the government’s policy of maximizing value retention within the country.

This takeover serves as a practical demonstration of the Minerals and Mining (Local Content and Local Participation) Regulations, which seek to decrease reliance on foreign expertise, foster the growth of domestic industrial champions, and ensure that Ghanaians are not just workers, but key stakeholders in the nation’s mineral wealth.

Empowering Indigenous Capacity and Technology Transfer

This transition is central to the government’s strategic vision of shifting Ghana from a destination for raw extraction to a hub for value-added mining.

Through this takeover, E&P is expected to accelerate the transfer of advanced mining technologies and professional skills to the local workforce.

By owning the heavy-duty equipment and managing the entire production value chain, the company is effectively closing the gap between domestic capability and international mining standards.

This move is aligned with President John Dramani Mahama’s recent call to action for the industry to move up the value chain.

As the Minister noted during recent policy discussions, the goal is to ensure that Ghana’s mineral wealth powers national industrialization rather than sustaining simple export dependency.

With E&P at the helm, the Damang Mine is now positioned as a blueprint for how indigenous enterprises can drive sustainable, long-term development while contributing significantly to the national treasury.
