CNML Forges Sustainable Mining Deal with Shareholders in Upper East Region

Cardinal Namdini Mining Limited (CNML) has signed a landmark Social Responsibility Agreement (SRA) with key community stakeholders, local political leaders, and traditional authorities in the Talensi mining enclave in the Upper East Region, cementing a formalized framework for structured community engagement, local development financing, and sustainable resource relations.

The agreement, which was facilitated under the oversight of the Environmental Protection Agency (EPA) during a ceremony in Bolgatanga, establishes binding governance guidelines to ensure that mineral production yields direct economic benefits for host communities.

 By uniting corporate executives, traditional custodians, regulatory authorities, and parliamentary representatives under a single development compact, the greenfield gold producer aims to foster enduring trust and operational stability within the Upper East Region.

The strategic arrangement establishes an equitable foundation designed to align the commercial trajectory of one of West Africa’s largest single-stream gold mines with the long-term socio-economic priorities of its host district.

Under the terms of the agreement, CNML and community leadership have institutionalized transparent resource-sharing structures that mandate predictable revenue allocations toward local human capital development, healthcare expansion, educational infrastructure, and municipal basic services.

This collaborative framework directly addresses historical tensions surrounding resource extraction in northern Ghana by replacing informal, ad-hoc corporate donations with a legally recognized, community-driven development mechanism.

Core Pillars and Institutional Governance Mechanisms

Elaborating on the structural design of the agreement, CNML Corporate Social Responsibility Manager, Emmanuel Kofi Adusei, explained that the Social Responsibility Agreement rests on three core operational pillars: active relationship management, prioritized local employment, and a dedicated local development foundation.

The centerpiece of this structure is the newly established Cardinal Talensi Development Foundation, an independent financial mechanism engineered to guarantee steady cash flow directly into local infrastructure and social programs across the project area.

To ensure accountability and broad representation, the foundation will be governed by a Board of Trustees comprising CNML management, traditional authorities, local community delegates, and representatives from the Talensi District Assembly, complemented by a broader Social Responsibility Forum that will convene annually to define development priorities in health, education, and civic infrastructure.

Welcoming the compact, the Paramount Chief of the Talensi Traditional Area, Tongraan Naab Kugbilsong Nanlebegtang, expressed optimism regarding the transformative potential of the agreement for the traditional enclave.

He noted that the successful execution of the SRA promises to usher in significant socio-economic transformation, urging sub-chiefs, youth groups, and residents to support the consensus-based framework.

Presenting the regulatory perspective, the Deputy Chief Executive Officer of the EPA, Prof. Michael Ayamga, highlighted that the final accord was achieved through extensive, multi-stakeholder negotiations focused on community compensation, benefit-sharing, and sustainable livelihood protection, ensuring the final text reflects the true aspirations of the Talensi people.

Tangible Socio-Economic Benefits for Host Communities

The execution of this Social Responsibility Agreement delivers immediate and long-term socio-economic benefits to the populations living within the immediate catchment area of the Namdini Gold Project.

Primarily, the agreement converts abstract mineral wealth into guaranteed, predictable development funding via the Cardinal Talensi Development Foundation.

This dedicated cash stream removes local development from the whims of voluntary corporate charity, enabling the Talensi District Assembly and local traditional councils to execute multi-year infrastructure master plans including the construction of modern healthcare centers, potable water systems, expanded electrification networks, and upgraded basic school facilities.

Furthermore, the SRA’s explicit focus on local employment and capacity building creates a direct pathway for skilled and semi-skilled local youth to access gainful employment within CNML’s large-scale gold processing and extraction operations.

By establishing transparent recruitment protocols and target quotas for local hires, the agreement protects indigenous livelihoods and enhances household income stability across rural communities like Biung, Accra Site, and surrounding settlements.

The structured inclusion of community leadership on the Board of Trustees ensures that local voices retain direct decision-making power over project selection, cementing a modern model of participatory resource governance in West Africa.

Elevating Regulatory Frameworks in Ghana’s Gold Sector

The successful mediation of the Talensi SRA by the Environmental Protection Agency demonstrates the growing importance of state regulatory institutions in facilitating equitable resource development.

By embedding formal community development frameworks into the environmental and operational permitting process, Ghana’s mining regulators are setting a higher benchmark for large-scale foreign direct investment in the extractive sector.
