Ukraine Bemoans Russia’s Indiscriminate Attacks

Ukraine has accused Russia of escalating its campaign of attacks against civilian and commercial infrastructure after overnight missile and drone strikes on Kyiv and the surrounding region killed at least 15 people and injured 42 others, according to the country’s State Emergency Service.

The latest bombardment prompted renewed condemnation from Ukrainian officials, who say Russia is increasingly targeting facilities essential to the country’s economy and civilian life rather than limiting its attacks to military objectives

Serhii Beskrestnov, an Adviser to Ukraine’s President on defense technology development, noted that the war of attrition has entered a new phase.

“The enemy is attacking everything indiscriminately — retail warehouses, food storage facilities, logistics hubs, enterprises, building materials warehouses.”

Beskrestnov’s comments suggest that the attacks extended beyond residential neighbourhoods to include facilities that play a critical role in maintaining the country’s supply chains and economy. Logistics centres, warehouses and storage facilities have become increasingly important since Russia’s full-scale invasion began, supporting the distribution of food, humanitarian aid, construction materials and commercial goods across Ukraine.

Damage to such facilities can disrupt transportation networks, slow economic activity and complicate efforts to deliver essential supplies to communities affected by the war. Beskrestnov argued that the latest attacks reflect an evolving Russian strategy designed to weaken Ukraine’s resilience by targeting infrastructure that supports daily life and economic recovery.

The attack was the latest in a series of large-scale Russian ballistic missile strikes that have become near-routine this summer. Ukraine has a limited stockpile of interceptor missiles for the U.S.-made Patriot systems, the sole air defense system in its arsenal able to shoot down ballistic missiles, making large attacks like Wednesday’s hard to stop, even as Ukraine has stepped up deep strikes on Russian oil refineries and energy infrastructure.

Ukraine’s emergence service disclosed that in the wider Kyiv region around the capital, 14 people were killed and 27 wounded, with fires at multiple locations in Brovary, Bucha and Fastiv districts. Large warehouse fires burned in the city of Brovary and the villages of Velyka Dymerka, Kvitneve and Peremoha.

A fire involving vehicles at an enterprise in Fastiv district was extinguished. In Bucha district, crews battled a warehouse fire in the village of Chaiky after putting out a separate fire at a logistics facility in Sofiivska Borshchahivka.

The Kyiv City Military Administration said that in the capital, one person was killed and 15 were wounded, and emergency crews extinguished all fires sparked by the strikes in the Obolonskyi, Sviatoshynskyi, Holosiivskyi and Desnianskyi districts.

Kyiv’s military administration said that seven sites had come under attack in the assault that began after midnight. Air raid alerts for Kyiv remained in place for more than an hour. The city’s Mayor, Vitali Klitschko, said that one warehouse building had been destroyed near the city centre and rescue teams had pulled two people from the ruins. “There may still be people under the rubble,” he stated on Telegram, adding that search and rescue operations “are proceeding.”

Concerns Over Rising Numbers Of Civilian Casuaties

United Nations human rights monitors have voiced concern about the rising numbers of civilian casualties, which have reached their highest levels since Russia’s full-scale invasion of its neighbour in February 2022.

Ukraine has in recent months urged its allies for more supplies of US-made Patriot missile interceptors to protect its airspace against Russian ballistic attacks. Ukrainian President Volodymyr Zelenskyy has said a lack of ballistic missile interceptors “only encourages Russia to launch such attacks that take human lives.”

Ukraine says stronger air defences remain essential to protecting civilians from increasingly frequent aerial attacks. Meanwhile, Russia has intensified its use of long-range missiles and drones in recent months, launching coordinated strikes on cities across Ukraine. Moscow has maintained that it targets military-related infrastructure, while Ukrainian authorities contend that civilian areas and non-military facilities are regularly struck.

The latest strikes are also expected to feature prominently in discussions between Ukraine and its international partners, who have pledged continued military and humanitarian assistance as the conflict enters another year.

For Ukraine, protecting critical infrastructure has become an increasingly important aspect of the war effort. Government officials argue that safeguarding logistics hubs, warehouses and industrial facilities is essential not only for military operations but also for maintaining economic activity and supporting millions of civilians living under wartime conditions.

Beskrestnov’s warning that the conflict has entered a “new phase” stresses growing concern within Ukraine that attacks on commercial infrastructure are becoming a more prominent feature of Russia’s military campaign.

Whether that assessment signals a lasting shift in Russian tactics remains to be seen, but Ukrainian officials say the latest strikes highlight the continuing need for stronger air defences and sustained international support.
