Ghana has developed the foundations of a renewable-energy policy ecosystem, but implementation, financing and grid readiness remain the decisive tests for turning those ambitions into meaningful changes in the country’s energy mix.
That is one of the clearest messages emerging from the Africa Sustainable Energy Centre’s assessment of Ghana alongside other African energy systems.
ASEC classifies Ghana as an emerging transition economy, noting progress in the policy environment while identifying persistent rural electrification gaps and subsidy reform challenges.
The assessment also identifies a broader continental problem that is particularly relevant to Ghana: renewable-energy ambitions are advancing faster than actual deployment.
Across the countries reviewed, ASEC finds that financing shortages, weak grid infrastructure and regulatory bottlenecks continue to slow renewable-energy investment.

Ghana’s Numbers Tell The Story
Ghana’s own electricity data reinforce the point.
Other renewable sources, predominantly solar PV, generated 197 GWh in 2025 and accounted for only 0.71% of electricity generation.
Thermal power, by contrast, supplied 18,996 GWh, representing 68% of generation, while hydro supplied 8,752 GWh or 31%.
That structure does not suggest a power system in the middle of a rapid renewable takeover.

It suggests a system still heavily dependent on thermal generation, with hydro providing a substantial renewable base and solar developing from a comparatively small starting point.
The distinction is important for energy policy.
Ghana does not need to abandon gas-fired generation overnight.
Thermal power currently provides the majority of electricity generated, meaning an abrupt withdrawal of that capacity without adequate alternatives could create reliability problems.
The more credible transition is therefore one of diversification.
Solar can grow alongside hydro and thermal generation while storage, transmission and demand management develop sufficiently to support a larger share of variable renewable power.
Climate Risk Changes The Hydro Equation
Hydropower remains one of Ghana’s most important renewable resources, but its future cannot be assessed independently of climate resilience.
ASEC’s review of national adaptation planning warns that erratic rainfall, rising temperatures and extreme weather events can threaten hydropower generation in countries where hydro is a critical source of electricity, including Ghana.
Ghana’s installed hydro base remains considerable.

Akosombo, Kpong and Bui together have 1,584 MW of installed capacity and 1,411 MW of dependable capacity, according to the 2026 Energy Statistics.
That makes climate adaptation an energy-security issue rather than simply an environmental concern.
When water conditions deteriorate, the effect can extend beyond hydropower output.
Greater reliance may then fall on thermal generation, increasing fuel requirements and potentially raising the cost of electricity production.
The strategic response is diversification.
A stronger solar sector, better grid flexibility and appropriate storage could reduce the pressure placed on hydro resources during periods of poor water availability.
In other words, renewable diversification can strengthen hydro rather than weaken it by reducing the extent to which the entire renewable component of the electricity system depends on rainfall.
Financing Is The Real Test
The largest obstacle may ultimately be capital.
Renewable projects require significant upfront investment, while investors also need confidence that projects can recover those costs through predictable revenue streams.
ASEC recommends bankable project pipelines and standardised procurement frameworks, warning that inconsistent tendering and power-purchase arrangements can discourage institutional investors.
That recommendation has direct relevance to Ghana.

A renewable-energy policy can establish targets, but targets do not finance solar farms, batteries or transmission lines.
The investment environment must make projects sufficiently predictable for developers and financiers to commit capital over long periods.
Grid investment is equally important. ASEC identifies transmission and distribution capacity as a prerequisite for integrating variable renewable generation at scale in Ghana and other countries assessed.
This is where Ghana’s transition strategy needs to become more integrated.
Generation cannot be planned separately from transmission.
Renewable capacity cannot be expanded sustainably without considering storage and system balancing.
Rural electrification cannot be separated from the economics of distribution.
The energy transition, ultimately, is not a collection of solar projects.
It is a redesign of how electricity is generated, moved, financed and consumed.
The Opportunity Is Bigger Than Decarbonisation
There is also an economic dimension.
Ghana’s electricity system generated 27,945 GWh in 2025, while the country recorded 2,441 GWh in net electricity exports.
That demonstrates that Ghana has already developed an electricity system capable of supporting regional trade.
A deeper renewable transition could therefore serve multiple objectives: strengthening domestic energy security, reducing exposure to fuel-related risks, supporting industrial development and potentially improving Ghana’s position in regional electricity markets.

But the transition should not be measured by installed renewable capacity alone.
The more meaningful indicators are renewable electricity actually delivered to consumers, reliability of supply, cost of generation, investment mobilised, rural access and the resilience of the system during climatic and fuel-supply shocks.
ASEC’s assessment provides a useful warning for Ghana: policy ambition without implementation capacity creates a gap between what an energy system promises and what it can deliver.
The country has already built a sizeable hydro base, a large thermal fleet and a growing solar portfolio.
The next challenge is to make those assets work together.
That is where Ghana’s energy transition will either become a functioning power-system strategy or remain a collection of targets and projects.
