IMANI Revisits G4O Program as GoldBod Posts $1.8bn Proceeds

Franklin Cudjoe, Founding President of the IMANI Centre for Policy and Education, has sparked fresh public debate by contrasting the performance of the newly operational GoldBod against the highly controversial Gold-for-Oil (G4O) initiative launched a year ago.

Francis Cudjoe highlighted that GoldBod, serving as the main state entity overseeing 70 percent of Ghana’s gold export market, recently reported a staggering $1.8 billion in generated proceeds without any reported irregularities.

However, the policy analyst cautioned that managing such a massive market share creates a high-risk profile that warrants aggressive public scrutiny to protect the national interest.

“In effect, a simple process of selling dollars to fuel importers became a highly opaque gig in which BoG liquidated gold for dollars through unknown brokers and then funnelled the cash to mostly obscure fuel traders to supply BOST under shady terms. Some of the companies that got the gigs to supply fuel had zero track record in the industry. Indeed, one of them is now subject to criminal proceedings in London for its role in the G4O saga.”

While expanding on the comparative performance, the IMANI chief commended GoldBod’s leadership, including Sammy Gyamfi, for steering the strategic asset effectively, while using the moment to revisit the mechanics of the predecessor policy.

He emphasized that because GoldBod operates to the exclusion of numerous private sector players, its institutional stability directly influences Ghana’s overall economic resilience.

The revisiting of the former initiative serves as a reminder of how policy shifts in the extractives and foreign exchange sectors can either stabilize macroeconomics or leak public revenues to non-transparent intermediaries.

Structural Flaws in the Gold-for-Oil Import Framework

The original policy was launched in late 2022 to address severe domestic foreign exchange shortages and cushion the national currency against rapid depreciation.

Under this setup, government officials promised that using gold directly to secure refined petrol and diesel imports would bypass dollar demand, lowering pump prices and dampening inflation.

However, commodity market analysts quickly noted that because physical gold is already a universally liquid, dollar-denominated asset, converting gold into foreign currency before settling fuel import bills offered no true structural innovation over traditional market practices.

Instead of utilizing open foreign exchange auctions to supply dollar liquidity to licensed Bulk Import, Distribution, and Export Companies (BDCs) under National Petroleum Authority (NPA) oversight, the government shifted market share toward the state-owned Bulk Oil Storage and Transportation Company (BOST).

The central bank bypassed transparent auctioning mechanisms, directing roughly $1.63 billion to selected BOST suppliers.

This administrative distortion created market opacity, penalizing private market operators who depended on standard forex allocation channels to keep fuel supply chains moving efficiently.

Economic Impact and Unaccounted Foreign Exchange Losses

The operational implementation of the G4O strategy resulted in severe financial losses for state institutions while failing to deliver long-term forex stability.

The Bank of Ghana eventually recorded foreign exchange losses exceeding GH₵2.1 billion, stemming from undisclosed transaction fees paid to intermediary brokers and unfavorable conversion rates.

Rather than strengthening the cedi, the policy created an uneven playing field that enriched unverified middlemen while burdening the public treasury with systemic financial liabilities.

Furthermore, legal and regulatory scrutiny over the program continues to unfold across international jurisdictions.

Overseas enforcement agencies have targeted third-party suppliers who secured lucrative fuel import contracts without prior industry credentials.

 These ongoing criminal proceedings confirm warnings from policy watchdogs that bypassing competitive tendering and transparent banking oversight inevitably exposes public institutions to severe fraud and governance failures.


Policy Reforms and the Shift Toward GoldBod Accountability

The need for a structural transition from the flawed G4O model to an institutional body like GoldBod arose from Ghana’s urgent requirement to secure real value from its gold exports while protecting state reserves.

 Previously, the lack of centralized market oversight allowed capital flight and unrecorded forex leakage to undercut foreign exchange reserves.

By consolidating regulatory authority over 70 percent of gold exports into a formal public corporate entity, the country seeks to eliminate shady middlemen, ensure full accounting of precious mineral proceeds, and deliver transparent foreign exchange inflows directly back into the domestic economy.

Moving forward, civil society organizations emphasize that state monopoly control over natural resource monetization demands continuous transparency and strict governance controls.

While GoldBod’s initial $1.8 billion in proceeds demonstrates substantial operational output, analysts stress that public oversight must remain uncompromising.

Preventing a repeat of the fiscal leakages and unaccounted forex losses seen during the G4O era requires continuous public auditing, open reporting standards, and total institutional accountability.
