Eduwatch Proposes Digital System to Speed Up Teacher Promotions, Payroll Placement

Africa Education Watch (Eduwatch) has proposed an interoperable digital system linking the Ghana Education Service (GES) and the Controller and Accountant-General’s Department (CAGD), designed to speed up the processing of teacher promotions and their placement on the government payroll.

The policy think tank made the proposal in a statement on the ongoing nationwide strike by the pre-tertiary teacher unions, offering it as a remedy for systemic weaknesses in teacher human-resource and payroll management.

Under the plan, every approved promotion would automatically trigger payroll placement within a clearly defined service standard, and teachers would be able to track their cases online.

At the heart of the proposal is the removal of paper from the process. Eduwatch said that once GES has approved and validated a promotion, the record should move electronically and securely to CAGD for payroll action, with no need for physical documents to travel between the two institutions.

The think tank argues that the current arrangement is the source of much of the trouble. It said CAGD’s continued reliance on paper-based processing creates avoidable administrative delays, a problem made worse by the sheer size of the teaching workforce, which Eduwatch estimates at about 400,000 staff.

 Moving and manually verifying documents on that scale, it said, is slow and costly, and it adds to administrative backlogs.

Eduwatch also wants a digital platform through which teachers can follow the status of their promotion and payroll placement. Such a tool, it said, would reduce uncertainty for teachers and make delays easier to identify and challenge.

Tackling the Arrears Problem

The practical consequence of these delays, according to Eduwatch, is that promoted teachers often wait to be placed on their appropriate salary scales. During that wait they are paid at the old rate, and the difference accumulates as arrears that government must settle later.

“Approval of a promotion should not mark the beginning of another lengthy administrative process. Delays between promotion approval and payroll placement defer remuneration legitimately due to teachers and subsequently create arrears and additional administrative cost.”

The statement points to a cost on both sides. Teachers lose pay to which they are entitled, and the state later carries the burden of arrears and the administrative work of clearing them.

Efficiency Gains Expected

Eduwatch said digitisation would reduce administrative backlogs, improve efficiency and ensure that teachers receive the financial benefits attached to their promotions without unnecessary delay.

The think tank also tied digitisation to a second proposal, giving Regional Education Directorates greater responsibility for assessing, verifying and routinely processing promotions.

 Under that arrangement, the GES Council would keep national oversight and approve recommendations. Eduwatch described the current promotion system as highly centralised, noting that it creates bottlenecks when large numbers of teachers are processed through a single channel.

“Decentralisation, coupled with digitisation, and accompanied by clear national standards and accountability mechanisms, should reduce processing times and improve administrative efficiency.”

A Call for Institutional Accountability

Beyond digitisation, Eduwatch is pressing for a change in how the institutions involved see their role. It wants the FWSC, CAGD and the Ministry of Finance to align their administrative, workforce, compensation and financing decisions with education sector priorities, and to share accountability for how those decisions affect learning.

The think tank stressed that the cost of administrative failure falls on learners, who lose instructional time whenever disputes escalate into strikes.

 “Stronger institutional accountability is therefore required to ensure that avoidable administrative and negotiation delays do not repeatedly translate into disruption of teaching and learning.”

The proposal forms part of broader reforms Eduwatch says are needed to prevent recurring disputes over promotions, payroll placement, arrears and other employment matters from interrupting classroom work.

The statement does not say whether GES, CAGD or the Ministry of Finance have been formally presented with the proposal, nor does it set out a timeline or cost for building the platform. Those questions are likely to shape how seriously the idea is taken, particularly as negotiations with the unions resume.

For now, the proposal puts a concrete, technology-based option on the table at a moment when the dispute over promotions and pay is keeping pupils out of class.
