Expert Urges Stronger Mineral Reserves Retention Policy

Dr. Kenneth Bansah

Dr. Kenneth Bansah, a mining engineer and academic, has called on Ghanaian policymakers to establish a more robust domestic mineral reserves retention strategy to safeguard long-term economic wealth.

The appeal follows recent public disclosures by the Chief Executive Officer of the Ghana Gold Board (GoldBod) at Parliament’s Public Accounts Committee (PAC), where it was revealed that approximately 80 to 90 percent of all gold purchased and exported by the state entity is currently being refined within local facilities.

While acknowledging this operational milestone as a progressive step toward domestic value addition, Dr. Bansah emphasized that refining physical gold locally remains fundamentally distinct from permanently retaining it within national balance sheets.

He argued that current extraction and export rates risk exhausting finite mineral wealth without leaving adequate tangible assets for coming generations.

“Atanfo Ny3 Nyame believes Ghana must give serious consideration to how much gold it retains. The benefits of today’s gold production should extend to generations that may no longer have the same mineral resources available to them. If we extract, refine, and sell most of our gold today, what are we leaving for future generations?”

Expanding on the necessity of a forward-looking extractive framework, Dr. Bansah noted that local refining undeniably delivers immediate economic benefits by creating domestic industrial employment, preserving processing fees within the national ecosystem, and strengthening allied service sectors.

Furthermore, the systematic recovery of secondary precious metals such as silver during the local refining process unlocks secondary revenue streams and broader industrial opportunities.

However, he warned that generating record volumes of foreign exchange from accelerated gold production cannot replace the long-term sovereign security provided by physical gold reserves.

With Ghana remaining a top global gold producer, the expert stressed that current commercial success must be balanced with strict strategic asset accumulation before non-renewable deposits are permanently depleted.

The Imperative of Strategic Wealth Retention

The imperative for a stringent mineral retention policy stem from the non-renewable nature of Ghana’s resource base.

While current central bank programs to purchase local gold have established a foundation for sovereign reserve building, mining experts contend that the present accumulation rate remains disproportionate to total national output.

As extraction rates accelerate to meet global market demands and short-term fiscal targets, Ghana risks liquidating its natural capital into consumable operational revenue rather than converting it into enduring financial security.

Establishing guaranteed minimum retention quotas would ensure that peak production eras directly capitalize the nation’s long-term sovereign portfolio.

Retaining physical gold offers unique macroeconomic stabilization benefits that paper currencies and volatile export revenues cannot match.

Physical reserves strengthen national credit ratings, bolster the stability of the local currency, and provide crucial liquidity buffers during global economic shocks or commodities downturns.

By institutionalizing a higher physical retention threshold directly from locally refined gold, Ghana can build a sovereign buffer that hedges against inflation, stabilizes fiscal management, and secures competitive terms in international capital markets without increasing public debt burdens.

Intergenerational Equity in Extractive Management

At the core of the retention debate is the principle of intergenerational equity, which dictates that current generations must manage non-renewable resource endowments to benefit future citizens.

Because gold deposits cannot regenerate once mined, relying primarily on immediate sales to fund contemporary operational expenditure effectively depletes the inheritance of future Ghanaians.

Transforming a larger percentage of mined dore into permanently held bullion converts exhaustible natural capital into permanent financial capital, ensuring that resource wealth persists well after commercial mines reach the end of their operational lifespans.

Achieving meaningful resource sustainability requires translating extraction into long-term national asset growth rather than immediate export receipts alone.

While value addition through local refining retains refining margins, full economic sovereignty demands that a strategic fraction of that refined output remains permanently vaulted under national ownership.

Structuring an expanded retention mechanism ensures that future generations, who will inherit depleted geological deposits and environmental legacies, inherit a substantial and liquid financial reserve to support national development.

Policy Frameworks for Sustainable Resource Governance

Implementing a comprehensive mineral reserves retention strategy requires a cohesive regulatory framework aligning the operations of GoldBod, the Ministry of Lands and Natural Resources, and the Bank of Ghana.

Policymakers must move beyond prioritizing foreign exchange monetization and establish legal mandates that allocate a fixed proportion of all locally refined gold directly to statutory national reserves.

Such legislative measures would mandate that value addition directly feeds sovereign asset growth, creating a clear link between domestic refinery throughput and national balance sheet expansion.

Ultimately, balancing short-term economic needs with long-term wealth preservation is the ultimate test of Ghana’s extractive governance. By taking decisive action to increase the volume of gold retained domestically, the nation can establish a benchmark for resource-rich developing nations.

Capitalizing on current refining capacities to stockpile physical bullion ensures that today’s gold boom yields lasting economic sovereignty, safeguarding prosperity for both contemporary citizens and generations yet unborn.
