The Upper Denkyira West District Assembly is preparing to establish a Special Health and Education Development (SHED) Fund to help address shortages of teachers and healthcare workers, District Chief Executive Isaac Nsiah has disclosed.

Mr Nsiah explained that high living costs, particularly the difficulty of securing affordable accommodation, have discouraged essential service providers from accepting postings to the district or remaining there. The proposed fund will support accommodation costs and assist brilliant but needy students, with beneficiaries expected to return and serve their communities after completing their education.

“Accommodation is not even easy, so we need some fund to support our people.”

Speaking on an interview the Director stated that the Assembly was unveiling a special initiative to respond to staffing challenges affecting education and healthcare delivery in Upper Denkyira West. He explained that the cost of living in the district had made it difficult to attract and retain workers whose services are essential to local communities.

The proposed Special Health and Education Development Fund is intended to ease some of these pressures by providing financial assistance towards accommodation for teachers and health workers. The Assembly hopes the support will make postings to the district more manageable and encourage personnel to remain in their positions.

High Living Costs Discourage Essential Workers

The DCE indicated that the district continues to experience a shortage of teachers, partly because of the local standard of living. The same challenge also affects healthcare workers and their postings.

According to the account, some service providers decline postings to the area, while others seek transfers after arriving. This movement contributes to staffing gaps and places pressure on the delivery of essential services.

The planned fund is expected to provide targeted assistance to help workers meet accommodation costs. By reducing part of the financial burden, the Assembly hopes to improve the district’s ability to attract and retain personnel in schools and health facilities.

Fund to Support Brilliant but Needy Students

Beyond helping workers already serving in the district, the SHED Fund will also support brilliant but needy students from Upper Denkyira West. Mr Nsiah explained that beneficiaries would be expected to return to the district and contribute their skills after completing their education.

He linked the approach to the accommodation challenge, noting that people who originate from the area may have access to a family house or another place to stay when they return. Supporting local students, he suggested, could therefore help develop a future pool of professionals with stronger ties to the district.

“We need some fund to support our people,” Mr Nsiah stated, explaining that the initiative is intended to help residents pursue education and, in return, serve their communities.

The proposed arrangement seeks to connect educational support with the district’s longer-term workforce needs. By investing in students who may later work locally, the Assembly aims to encourage skilled people to return and contribute to services that residents depend on.

Assembly Seeks Sustainable Local Service Delivery

The initiative forms part of the Assembly’s efforts to improve access to education and healthcare by addressing some of the difficulties affecting the recruitment and retention of essential workers. Its focus combines support for accommodation with assistance for students who may become future teachers, health workers or other professionals.

Mr Nsiah’s comments indicate that the Assembly sees the cost of living as a practical barrier that must be considered when addressing staffing shortages. While the proposed fund is intended to ease that barrier, the information provided does not specify its launch date, total allocation, eligibility criteria or the amount individual beneficiaries may receive.e

“The SHED Fund will help ease accommodation challenges for teachers and health workers while supporting brilliant but needy students who can return to serve their communities after completing their education,”

The Assembly’s stated objective, however, is to provide financial assistance that makes it easier for essential workers to live in the district and encourages supported students to return after their studies.

Through the SHED Fund, the Assembly intends to link local educational opportunity with improved staffing in essential services. The success of the initiative will depend on how effectively the planned assistance addresses accommodation pressures and supports the district’s longer-term need for teachers and healthcare personnel.
