President John Dramani Mahama has called for a shift in Ghana-Russia relations from longstanding political and diplomatic cooperation to a partnership that delivers tangible economic benefits, urging both countries to translate their historic friendship into stronger trade, investment and development opportunities.

Speaking during bilateral talks with Russian President Vladimir Putin on the sidelines of the Russia-Africa Summit, President Mahama said the time had come for Ghana and Russia to move beyond their traditional diplomatic relationship and deepen cooperation in areas that can support economic growth and create opportunities for their citizens.

“We believe that the time has come for us to move from just political cooperation to economic cooperation.”

President Mahama’s appeal placed economic cooperation at the centre of discussions, with the President highlighting the need to build on the historical ties between Ghana and Russia through partnerships that produce measurable outcomes.

Ghana and Russia established diplomatic relations in 1958, shortly after Ghana gained independence. President Mahama recalled the relationship’s early foundations, including Ghana’s first President, Dr Kwame Nkrumah’s, visit to the Soviet Union in 1961, where he met then Soviet leader Nikita Khrushchev.

He also acknowledged Russia’s historical support for African countries during the struggle against colonialism and apartheid, describing that contribution as an important part of the relationship.

President Mahama further recalled Russia’s assistance to Ghana during the COVID-19 pandemic, particularly its support through the supply of Sputnik V vaccines.

However, he indicated that the historical significance of the relationship must now be matched by stronger economic engagement, with both countries exploring ways to convert diplomatic goodwill into investments and expanded commercial opportunities.

Trade and Investment at the Centre of Mahama’s Proposal

The Ghanaian leader identified trade, investment, agriculture, energy and infrastructure as key areas where Ghana and Russia could strengthen cooperation.

He also pointed to education, health, science and technology as sectors offering opportunities for deeper collaboration, suggesting that the relationship should extend across areas capable of supporting Ghana’s development priorities.

President Mahama’s remarks followed comments by Putin, who described Ghana-Russia trade relations as among the strongest when compared with Russia’s commercial engagements with other countries in Sub-Saharan Africa.

The Russian President’s observation provided a basis for discussions on how the existing trade relationship could be expanded, particularly through increased investment and broader economic exchanges.

President Mahama also highlighted Ghana’s economic position, describing the country as the eighth-largest economy in Africa, with a gross domestic product of approximately US$120 billion and annual growth exceeding six per cent.

He used these figures to underline the opportunities available to potential investors and the scope for stronger economic engagement between Ghana and Russia.

2027 Joint Commission Expected to Advance Cooperation

A key institutional mechanism expected to support the proposed shift is the Permanent Joint Commission for Cooperation between Ghana and Russia.

President Mahama indicated that the commission is expected to meet in 2027, providing an avenue for both countries to identify priority areas, discuss investment opportunities and establish a framework for advancing bilateral cooperation.

The meeting is expected to provide structure to discussions on trade, investment and sector-specific partnerships, helping translate the political commitments of both governments into practical areas of collaboration.

For President Mahama, the proposed economic direction represents an opportunity to give Ghana-Russia relations a more development-focused character, with mutual investment and commercial cooperation playing a greater role.

Ghana-Russia Partnership Faces a New Economic Focus

The discussions reflect President Mahama’s broader call for Ghana to strengthen international partnerships in ways that support domestic economic priorities.

While acknowledging Russia’s historical contribution to Ghana and the wider African continent, his message to President Putin was that the relationship must increasingly deliver economic value through trade, investment and cooperation in strategic sectors.

The emphasis on mutual investment also signals that Ghana is seeking a partnership that goes beyond the exchange of diplomatic commitments, with opportunities for businesses and institutions in both countries to participate in economic activities.

With the Permanent Joint Commission expected to meet in 2027, the two countries have an institutional platform through which the proposed areas of cooperation could be developed further.

The central challenge, however, will be translating the renewed commitment into concrete projects, investment flows and commercial partnerships that produce benefits for both countries.

President Mahama’s position is clear: Ghana and Russia have a longstanding political relationship, but its next phase must be defined by stronger economic cooperation and tangible benefits for their people
