Government Moves to Restore Polluted Rivers with Dechemicalization Drive

In a bold step to reverse the environmental damage caused by illegal mining, the Government of Ghana is set to commence the second phase of its Blue Water Initiative, with a focus on dechemicalizing polluted water bodies. 

The announcement was made by the Minister for Lands and Natural Resources, Hon. Emmanuel Armah Kofi Buah, during the latest edition of the Government Accountability Series.

Addressing the press and stakeholders, Hon. Armah Kofi Buah explained that the Blue Water Initiative was launched within the first 120 days of the administration as a direct response to a manifesto pledge to tackle water pollution driven by illegal mining, popularly known as galamsey. 

Since its launch, the initiative has trained and deployed over 450 personnel under the banner of the Blue Water Guards, who are tasked with safeguarding water bodies from further contamination and engaging local communities on the need for environmental protection.

“I’m also happy to announce that the second batch of 530 Blue Water Guards will be graduating just this Friday, July 25,” the Minister stated. He added that the government remains committed to its target of training 2,000 Blue Water Guard personnel by the end of the year.

The Ellembelle MP was emphatic that the deployment strategy for these guards is not confrontational, but rather, it focuses on intelligence gathering and community engagement. 

“They act as intelligence officers and also engage with the local community to raise awareness about the importance of environmental conservation and the negative impact of illegal mining”.

According to the Minister, the presence of these guards is already producing visible results. “I think it is already very clear that we are seeing the very positive impact of the presence of these Blue Water Guards in our watering areas,” he said. 

Though he did not specify particular regions or rivers where improvements have been observed, his comments suggested a degree of early success in deterring illegal mining operations and raising environmental consciousness in affected communities.

With the first phase of the initiative now firmly underway, the government is preparing to roll out the next and perhaps more technically demanding phase: the dechemicalization of Ghana’s polluted water bodies.

“The second phase of the Blue Water Initiative will focus on dechemicalizing the water bodies to restore them to their pristine conditions,” Hon. Armah Kofi Buah revealed.

Feasibility Studies Underway

Feasibility studies, he noted, are already in progress to determine the appropriate technologies and methods for carrying out this restoration. 

The aim is to rid major rivers and streams of hazardous substances such as mercury and cyanide, which have been widely used by illegal miners and have rendered several water bodies unsafe for consumption and agriculture.

The dechemicalization process is expected to be a critical turning point in Ghana’s long-running fight against the environmental effects of galamsey. 

Rivers such as the Pra, Ankobra, and Offin have become symbols of this crisis, their once-clear waters now turned brown or black with toxic sludge. Local communities, particularly those that rely on these rivers for drinking water, farming, and fishing, have been among the hardest hit.

The government’s emphasis on restoration—not just enforcement—marks a departure from previous efforts that largely focused on military-style interventions to chase out illegal miners. 

Instead, the Blue Water Initiative appears to favour a more inclusive, intelligence-driven and community-rooted approach. The decision to embed Blue Water Guards within local settings and use them as both informants and educators represents an effort to win the hearts and minds of affected populations.

Environmental experts have often noted that unless residents of mining communities are part of the solution, efforts to stop illegal mining will be short-lived. Hon. Armah Kofi Buah’s comments suggest the current administration is taking that message seriously. 

The dechemicalization process, once fully rolled out, is expected to require a blend of scientific precision, community participation, and logistical coordination. 

While specific technical details are still under review, the government’s commitment to seeing the process through to completion signals a broader vision of environmental renewal that goes beyond simply stopping illegal miners.
