In a renewed push to harmonise efforts within Ghana’s oil and gas sector, the Petroleum Hub Development Corporation (PHDC) has held a high-level strategic meeting with the Ghana National Petroleum Corporation (GNPC).
The meeting, attended by PHDC Chief Executive Officer Dr Toni Aubynn and GNPC CEO Kwame Ntow Amoah, brought senior officials from both institutions together to examine opportunities for collaboration in critical areas such as infrastructure, investment promotion and sector-wide coordination.
Opening the discussion, Dr Aubynn underscored PHDC’s deliberate efforts to forge partnerships with key state agencies whose mandates intersect with the development of Ghana’s petroleum and petrochemical infrastructure.
He emphasised that operational harmony among institutions is essential if Ghana’s hydrocarbon resources are to deliver maximum value.

According to him, the visit “reflects PHDC’s deliberate strategy to foster synergy and strategic partnerships with sister agencies across the oil and gas value chain.”
He added that “cultivating closer alignment among these institutions” will enable Ghana to harness its hydrocarbon resources “to their fullest potential, delivering maximum socio-economic benefits for the nation.”
The engagement forms part of PHDC’s broader plan to build strong alliances across the energy value chain and accelerate national efforts toward developing a fully integrated petroleum hub.
Providing further context, Dr Aubynn explained that the Petroleum Hub, designated as a free zone enclave, presents a unique opportunity for GNPC and its investment partners.
The project offers favourable incentives for companies seeking to establish refineries, pipelines, petrochemical complexes and storage facilities.
He stressed that PHDC’s mandate extends beyond building infrastructure in Jomoro, explaining that the corporation also supports similar projects across the country.
This nationwide scope, he said, aligns closely with GNPC’s efforts to strengthen Ghana’s upstream and midstream infrastructure base.
GNPC Pledges Full Collaboration

Responding to PHDC’s presentation, Mr Kwame Ntow Amoah commended Dr Aubynn and his team for initiating the engagement.
He described the meeting as timely, noting that closer collaboration between GNPC and PHDC would significantly strengthen sector coordination.
Mr Amoah reaffirmed GNPC’s commitment to working with PHDC in areas of mutual interest, stressing that Ghana stands to gain enormously from the complementary strengths of both organisations.
He expressed particular interest in PHDC’s broader national mandate, saying he was “delighted to learn that its scope extends beyond the development of a petroleum and petrochemical hub in Jomoro to supporting similar projects nationwide.”

Formal Cooperation Framework in the Works

The meeting concluded on a highly positive note, with PHDC and GNPC agreeing to hold further technical engagements to develop a formal cooperation framework.
This framework is expected to outline the strategic areas of collaboration, including joint investment promotion, infrastructure development coordination, and strengthening value chain integration.
Senior management teams from both organisations including PHDC Deputy CEO for Operations and Technical, Mr Onasis Rosely, and GNPC Deputy CEO for Finance and Administration, Mr Hamis Ussif participated actively in the discussions.
The commitment to a structured partnership signals a significant step toward consolidating national efforts to transform Ghana into a fully integrated petroleum hub capable of driving long-term energy security and economic growth.
