Fisheries Minister Demands Results as Sector Resets

Following an intensive two-day management retreat in Osu, the Minister for Fisheries and Aquaculture Development, Hon. Emelia Arthur, has demanded results by issuing a stern directive to leadership and technical staff to “raise the bar” for the 2026 fiscal year.

The 2025 Fisheries Sector Management Performance Meeting, held from February 3 to 4, 2026, served as a critical accountability forum to audit the past year’s progress and synchronize the Ministry’s agencies with the Government’s broader Fisheries Transformation Agenda.

“This year, we have to do much more than we did last year. Let us ensure that these two days move the sector forward and truly matter. Improved coordination, accountability, and results-driven leadership are critical to delivering on the fisheries transformation agenda”

The retreat brought together the Fisheries Commission and the National Premix Fuel Secretariat to address the systemic bottlenecks that have hampered growth in the blue economy.

With the Mahama administration prioritizing local food security and the expansion of the aquaculture value chain, Hon. Arthur emphasized that 2026 must be characterized by improved coordination and measurable results rather than just policy planning.

The sessions featured detailed progress reports from every directorate, providing a candid look at the challenges facing Ghana’s waters. While 2025 saw advancements in scientific surveys and monitoring, technical leadership identified significant resource constraints in Monitoring, Control, and Surveillance (MCS).

These gaps are critical, as illegal, unreported, and unregulated (IUU) fishing continues to threaten the sustainability of marine stocks. The Minister challenged the directorates to move beyond reporting problems and start implementing “results-driven leadership.”

For the Ministry of Fisheries and Aquaculture Development (MoFAD), 2026 is seen as a “reset” year where the focus shifts from high-level policy to grassroots delivery. This includes revitalizing the Blue Economy Secretariat to better integrate maritime technology with traditional fishing practices.

Premix Fuel Reforms and Scaling Aquaculture

A major focal point of the retreat was the presentation by the National Premix Fuel Secretariat. Historically a flashpoint for corruption and supply chain disruptions, the management of premix fuel is undergoing a digital and transparency-led overhaul.

The Secretariat outlined new measures designed to strengthen distribution efficiency specifically for artisanal fishing communities, ensuring that fuel reaches the intended canoe owners without the interference of middle-men or political diversion.

By focusing on transparency, the Ministry hopes to rebuild trust within the artisanal sector, which is the backbone of the nation’s fish supply. The 2026 outlook for the Secretariat includes stricter monitoring and the introduction of “accountability measures that will track fuel from the depot to the outboard motor.”

With marine stocks under pressure, the Fisheries Commission presented an aggressive roadmap for aquaculture expansion in 2026.

The strategy involves not only supporting large-scale commercial cage farming on the Volta Lake but also encouraging inland pond farming across all regions. The Commission’s report highlighted that aquaculture is the most viable path toward reducing Ghana’s reliance on fish imports and stabilizing prices in local markets.

The retreat concluded with a clear consensus that the sector’s success depends on inter-agency collaboration. The Regional Directors from across the country shared localized performance reports, emphasizing that the “transformation agenda,” must be felt by the fishermen in coastal villages and the fishmongers in urban markets alike.

In her closing remarks, Hon. Emelia Arthur reaffirmed that the government’s ultimate metric for success is the improvement of livelihoods. Beyond the numbers and scientific data, the Ministry’s focus remains on rebuilding fish stocks and ensuring that the blue economy contributes significantly to the national GDP.

The declaration from this retreat sets a strict timeline for the implementation of these reforms.
