President John Dramani Mahama has formally commissioned a new batch of Ambassadors and High Commissioners, charging them to represent Ghana’s supreme national interests abroad while actively advancing the government’s reset agenda anchored in integrity, accountability, and results-driven governance.
The ceremony, held at the Flagstaff House, marked what the President described as a solemn transition from appointment to full national service for the envoys designated to serve in Ghana’s diplomatic missions across the world.
Addressing the envoys in the presence of the Vice President, the Minister for Foreign Affairs, senior government officials and invited guests, President Mahama reminded them that their appointment under Article 74.1 of the 1992 Constitution was not merely an honour but a call to duty.
“Your appointment is not merely an honour, it is a call to high national service. From this moment onwards, you must embody Ghana’s unity, its values, credibility, and aspirations. Your conduct must be national in character, above partisanship, and firmly guided by the supreme interests of the Republic of Ghana”.

The President noted that the envoys were selected on the basis of character, competence and experience, qualities he said would be tested in a rapidly changing global environment. He pointed to rising geopolitical tensions, economic realignments, technological disruptions and climate pressures as forces reshaping international relations.
In such an environment, Ghana expects sound judgment, strategic thinking and disciplined leadership from its representatives abroad. According to him, modern diplomacy demands clarity of purpose and unwavering commitment to national priorities.
President Mahama underscored the importance of protecting Ghana’s long standing reputation as a stable democracy and a peaceful, responsible member of the international community.
He observed that this reputation had been built over decades through national consensus and sacrifice, and warned that it could be easily undermined by careless conduct.
Projecting Ghana as a Dependable Partner
Ghana’s envoys, he said, are entrusted with projecting the country as a dependable partner, a predictable destination for business and tourism, and a principled yet pragmatic voice in regional and global affairs.
Placing Ghana’s foreign policy within its Pan-African heritage, the President urged the envoys to articulate a confident Ghanaian voice that supports an Africa capable of shaping global outcomes rather than reacting to them.
He said Ghana’s diplomacy must consistently promote the vision of a respected, prosperous, and united continent, while safeguarding national interests within multilateral and bilateral engagements.
Beyond symbolism and ceremony, President Mahama made it clear that Ghana’s diplomacy would be judged primarily by results. He challenged the envoys to ensure that their work translates into tangible benefits for the Ghanaian people, including jobs, economic growth, enhanced security and expanded opportunities.
“You are expected to pursue economic diplomacy with urgency by attracting strategic investments, expanding non-traditional exports, promoting tourism, facilitating innovation and technology transfer and strengthening Ghana’s competitiveness in global markets.”

According to the President, every partnership built and every market opened by Ghana’s missions must serve a broader national purpose. This expectation, he explained, aligns with the government’s reset agenda, which seeks to transform governance by prioritising efficiency, integrity and measurable outcomes.
As heads of mission, the envoys are expected to move beyond passive representation to purposeful engagement, proactive problem solving and impact driven diplomacy.
Strict Compliance of Key Performance Indicators
To support this shift, President Mahama announced the introduction of a performance management framework for heads of mission, anchored in clear key performance indicators. This framework, he said, is intended to strengthen accountability, reward excellence and improve service delivery across Ghana’s diplomatic missions.
Envoys will be assessed on outcomes in trade and investment, the quality of partnerships they cultivate, the efficiency of consular services, their engagement with the Ghanaian diaspora and their stewardship of public resources.
“At the same time, high performance must be matched with discipline and prudence. The government has approved cost containment measures, including rent ceilings for missions and a shift away from unsustainable rental and leasing arrangements. I expect full compliance with all directives and procurement procedures”.

Ghana’s diplomacy, he added, must be known not only for professionalism but also for transparency and responsible use of public funds. While outlining policies and targets, President Mahama returned to what he described as the human dimension of diplomacy.
He reminded the envoys that they are the living faces of Ghana abroad and must therefore conduct themselves with dignity, humility and discipline. Upholding ethical standards, respecting confidentiality and demonstrating honesty, fairness and professionalism, he said, are essential to effective representation.
Engagement with the Ghanaian Diaspora
The President placed particular emphasis on engagement with the Ghanaian diaspora, describing it as a vital national asset. He urged missions to be welcoming, responsive and humane in dealing with Ghanaians abroad, ensuring that consular services are delivered with professionalism and compassion.
The diaspora, he noted, plays a critical role in supporting the economy, projecting Ghana’s culture, and contributing to national renewal. President Mahama also encouraged the envoys to foster unity and professionalism within their respective missions.
Effective leadership abroad, he said, begins with harmonious working relationships at post, where staff are motivated, disciplined, and aligned with national objectives.
As he formally commissioned the envoys, President Mahama expressed confidence in their competence and dedication, while making it clear that Ghana expects excellence.
He said their tenure should be defined by stronger partnerships, expanded opportunities for Ghanaians and an enhanced standing for the country within the community of nations. He concluded by congratulating the envoys and wishing them wisdom and protection as they undertake their assignments in service of Ghana.
