In a landmark development for Ghana’s digital trade infrastructure, the Minister for Trade, Agribusiness and Industry, Hon. Elizabeth Ofosu-Adjare, has hailed the formal ISO certification of Ghana Link Network Services Ltd’s upgraded data center.
Speaking at a certification ceremony in Accra, the Minister described the milestone as a critical reinforcement of the nation’s trade environment, ensuring that the Integrated Customs Management System (ICUMS) operates with world-class security and resilience.
The certification, valid until February 2029, confirms that Ghana’s primary trade portal now meets rigorous international standards for disaster recovery, incident management, and data integrity.
“Our traders, manufacturers and agribusinesses succeed when the system is reliable… Importers, exporters and producers depend on timely and seamless clearance processes to meet delivery timelines, manage costs and sustain production”
Hon. Elizabeth Ofosu-Adjare, Minister for Trade, Agribusiness and Industry
The transition to the newly built data center is more than a technical upgrade; it is a strategic move to insulate the Ghanaian economy from the dangers of system downtime and fraudulent trade practices. For a government currently executing an industrial reset, the reliability of the customs platform is the heartbeat of the private sector’s logistics chain.

Minister Ofosu-Adjare emphasized that the primary beneficiaries of this ISO-certified architecture are the traders and manufacturers who rely on “just-in-time” delivery.
In the competitive landscape of the African Continental Free Trade Area (AfCFTA), she noted that delays at the port translate directly into lost capital and diminished competitiveness. The new system is designed to provide a “one-stop shop,” experience at the harbor, ensuring that clearance processes are seamless and predictable.
For the agribusiness sector, where timing is a critical factor in maintaining product quality and shelf life, the enhanced uptime of the ICUMS platform is a game-changer.
According to the Minister, reduced delays ease the cash flow pressures on Small and Medium-sized Enterprises (SMEs), allowing them to reinvest in scaling their operations rather than managing the costs of bureaucratic friction.
Undervaluation and Unfair Competition
A significant portion of Hon. Ofosu-Adjare’s address focused on the role of system integrity in protecting legitimate businesses. The ISO certification ensures strengthened controls and improved traceability, which are essential for curbing undervaluation and other unfair trade practices.

“When the customs architecture is compromised, and duties are avoided, it distorts the market. Some goods enter the market at prices that honest traders and local manufacturers cannot match. By improving traceability, the system helps protect legitimate businesses and supports local industries to compete fairly”

By ensuring that every transaction is tracked through a secure, ISO-compliant data center, the government is not only protecting revenue but also creating a “level playing field.” This stability is a prerequisite for the industrial expansion promised during the recent Presidential Dialogue.
The certification represents a successful synergy between the private sector – led by Ghana Link – and the technical teams of the Customs Division of the Ghana Revenue Authority (GRA).
“With this ISO certification, we expect greater efficiency in our export and import space – and it will help the government mobilise the needed taxes for national development,” the Minister said, expressing her excitement over the expanded capacity.
As Ghana continues its drive toward “Value-Added Sovereignty,” the security of its trade data is paramount.

The Minister concluded by urging continuous improvement to sustain these high standards, noting that a reliable customs environment is the foundation upon which Ghana’s export growth and industrial resilience will be built.
