The UK government has named Sir Ian Cheshire as its preferred candidate to become Chair of Ofcom, marking a significant step in shaping the future leadership of the country’s communications regulator.
The appointment, put forward by Technology Secretary, Liz Kendall, remains subject to a pre-appointment hearing before Parliament’s Science, Innovation and Technology Select Committee. If confirmed, Sir Ian will assume the role for a four-year term, succeeding Michael Grade, whose tenure concludes at the end of April 2026.
This decision comes at a critical juncture for Ofcom as it navigates an increasingly complex communications landscape shaped by digital transformation, evolving consumer behaviour and heightened regulatory expectations.
Historically responsible for overseeing broadcasting, telecommunications and spectrum allocation, Ofcom has seen its remit broaden considerably with the implementation of the Online Safety Act. This legislation has placed the regulator at the forefront of efforts to hold digital platforms accountable for harmful content, requiring new enforcement mechanisms and regulatory frameworks.
In light of this, the government’s goal to maintain continuity and strategic direction during a time of institutional change is reflected in the appointment of a chair with extensive expertise in governance, organisational leadership, and consumer-facing sectors.

Technology Secretary, Liz Kendall disclosed that, the organisation sits at the heart of some of the biggest challenges and opportunities facing the country. “The work of Ofcom has never been more relevant to people’s lives, from protecting people online to supporting the growth of our communications sector,” she added.
“Sir Ian has a proven track record of leading complex organisations through periods of significant change, and that is exactly the kind of leadership Ofcom needs right now. I also want to pay tribute to Lord Grade for his contribution as Chair. He has steered Ofcom through a period of profound change, and his leadership during the introduction of the Online Safety Act has been pivotal.”

Broad Leadership Experience Positions Cheshire for Ofcom Role
Sir Ian Cheshire’s career spans senior leadership roles across both the private and public sectors, positioning him as a candidate with a broad and relevant skill set. Most recently, he served as Chair of Channel 4 from April 2022 until April 2025, where he oversaw strategic developments within a rapidly evolving media environment.
His earlier tenure as Chief Executive of Kingfisher plc saw him lead a major multinational retail organisation, managing operations across diverse markets and steering significant organisational transformation. This combination of experience is likely to be viewed as particularly valuable in guiding Ofcom through its next phase of development.
In addition to executive leadership, Sir Ian has held numerous non-executive and advisory roles across a range of sectors, including positions at Barclays UK, Debenhams plc, Maisons du Monde and Menhaden plc. These roles have provided him with extensive experience in governance, compliance and strategic oversight, all of which are central to the responsibilities of the Ofcom Chair. His work has consistently involved navigating complex regulatory environments, balancing stakeholder interests and driving long-term organisational performance.

Sir Ian’s public sector involvement further strengthens his candidacy. Appointed in April 2015 as Lead Non-Executive across government departments, he was reappointed in 2018 for an additional three-year term.
During this period, he also served as Lead Non-Executive Member of the Cabinet Office Board, contributing to oversight and performance management across central government.
This experience has given him a strong understanding of public sector governance structures and accountability mechanisms, which will be essential in leading an independent regulator operating within a politically sensitive environment.
Cheshire Signals Regulatory Priorities Ahead of Parliamentary Hearing
Meanwhile, Sir Ian Cheshire has outlined his perspective on the importance of effective regulation as he prepares to face parliamentary scrutiny over his nomination as Chair of Ofcom.
According to Ian Cheshire, a key priority will be to ensure regulatory frameworks enable rather than constrain innovation, as UK seeks to reinforce its competitiveness across digital infrastructure, media production and telecommunications sectors.
“Across my career in e-commerce, telecoms and broadcasting I have seen first-hand how much effective regulation matters – for consumers, for businesses and for the wider economy. Ofcom has a critical job to do at a time of rapid change in how people communicate, access information and stay safe online. I look forward to setting out my vision for how Ofcom can meet those challenges when I appear before the Select Committee.”
