As preparations continue ahead of the 2026 FIFA World Cup, attention is increasingly shifting towards the massive logistical and security operation required to deliver what organisers describe as the “largest tournament” in football history.

With 104 matches scheduled across the United States, Canada, and Mexico, tournament planners face a complex challenge that goes far beyond football.

From cross-border travel coordination to stadium security and fan movement, authorities are working to manage what is expected to be an unprecedented influx of international visitors.

Gianni Infantino, president of FIFA, has repeatedly emphasised the scale of the event, noting that “this will be the biggest World Cup ever, and we are working with all stakeholders to ensure it is organised to the highest standards.”

The United States will host the majority of matches, placing particular pressure on its infrastructure and security systems. Federal and local agencies are already coordinating efforts, with Immigration and Customs Enforcement (ICE) expected to play a role in tournament security.

Rights Groups Warn of Heightened Surveillance and Travel Risks

Human rights organisations have meanwhile raised concerns about the environment in which the tournament will take place.

A coalition of more than 120 groups has issued warnings to visitors, pointing to what it describes as risks linked to immigration enforcement, surveillance, and entry restrictions. The groups argue that travellers could face “potential for denial of entry to the country and risk of arrest, travel restrictions on citizens from dozens of countries, social media screening, racial profiling, and increased surveillance.”

They also recommend precautionary measures for visitors, including limiting sensitive data on devices and maintaining communication with contacts during travel.

Officials linked to the White House’s World Cup Task Force have rejected such characterisations, insisting that the competition will be “the largest, safest, and most welcoming sporting event in history.” They added that preparations are focused on delivering “a smooth, secure, and truly unforgettable tournament.”

However, the involvement of multiple security agencies has intensified debate about how enforcement measures will intersect with the fan experience.

Tournament organisers are tasked with balancing strict security protocols with the need to maintain accessibility and ease of movement for supporters travelling between host cities.

The tri-nation hosting model adds another layer of complexity. Fans may need to move across borders multiple times during the tournament, requiring coordination between the governments of the United States, Canada, and Mexico on visa processes, transport systems, and entry requirements.

Despite these challenges, FIFA maintains that structures are already in place to manage the scale. The organisation said it has developed frameworks aimed at ensuring consistency across host nations, particularly in areas such as stadium operations, fan zones, and accreditation systems.

Meanwhile, fan organisations are closely monitoring how security measures will be implemented on the ground. Football Supporters Europe (FSE) previously expressed concern about what it described as the “ongoing militarisation of police forces in the US,” highlighting the importance of maintaining a fan-friendly environment.

Host cities are investing in transport upgrades, accommodation capacity, and digital systems to handle ticketing and crowd management. The expanded tournament format means more teams, more venues, and longer travel distances, increasing the operational demands on organisers.

The World Cup will also test collaboration between public and private sectors, with airlines, hotels, and technology providers playing key roles in delivering a seamless experience. Any breakdown in coordination could have ripple effects across the tournament.

Still, organisers remain confident that the scale of planning underway will meet the moment. With more than two years of preparation already in motion, stakeholders insist that lessons from previous tournaments are being applied to avoid disruptions.
