Parliament Urged to Work with Government to Build on Economic Gains

Majority Leader and Leader of Government Business, Hon. Mahama Ayariga

The Majority Leader and Leader of Government Business has called on Parliament to work closely with the Executive to consolidate recent economic gains and advance what he described as the government’s Reset Agenda.

Addressing the House at the resumption of the Second Meeting of the Second Session of the Ninth Parliament of the Fourth Republic, he stressed that public trust in governance is now largely shaped by tangible improvements in living conditions rather than political statements.

He noted that Ghanaians expect accountability, transparency, and responsive leadership, adding that Parliament must rise above partisan divisions when necessary to prioritise national development.

Call for Accountability and Oversight

According to him, the trust placed in elected representatives is a “sacred trust” that must be protected through effective service delivery.

He acknowledged that the country continues to face significant economic challenges, including a large population of unemployed youth, a recovering private sector, and infrastructure deficits.

He urged Parliament to ensure stronger oversight of economic recovery efforts, stating that committees must actively engage ministers on the implementation of local content policies across key sectors.

He further emphasised that job opportunities requiring Ghanaian skills should not be occupied by non-Ghanaians, calling for stricter enforcement of existing regulations.

Focus on Jobs, Industry and Anti-Smuggling Measures

The Majority Leader also called for increased scrutiny of industrial production, urging committees to ensure that factories operate at full capacity to strengthen domestic output.

He raised concerns about smuggling, describing it as a major threat to revenue mobilisation and local industry. He proposed intensified monitoring and enforcement to curb the inflow of illegally imported goods.

He added that committees responsible for security and revenue mobilisation should prioritise measures that reduce smuggling and support tax reforms aimed at strengthening the national revenue base.

Post-IMF Economic Direction

He noted that with the country exiting its IMF programme, Parliament must exercise greater discipline in scrutinising appropriation bills to ensure public funds are channelled into productive sectors.

According to him, the goal must be to create jobs and generate wealth rather than encourage wasteful expenditure. He argued that recent economic management outcomes demonstrate that Ghana’s challenges are not rooted in lack of resources but in inefficiency, waste, and corruption over time.

He expressed confidence that ongoing economic reforms, including the 24-hour economy initiative, would accelerate job creation for young people.

Legislative Agenda for the Session

The Majority Leader announced that the Finance Minister will soon appear before Parliament to update members on recent economic developments and outline future policy direction.

He described the current administration as a “working government,” noting that the House is expected to handle an extensive legislative agenda during the session.

He revealed that 48 bills are scheduled for consideration, including cybersecurity and data protection legislation, alongside 26 statutory instruments. Parliament will also deliberate on statements, motions, committee reports, and other referrals requiring legislative attention.

Oversight Visits and Committee Work

He further indicated that parliamentary committees will conduct oversight visits and field inspections across ministries, departments, and agencies to assess ongoing projects.

While acknowledging that some of these engagements were undertaken during the recess, he said additional visits are expected during the current session to strengthen oversight functions. He stressed that these activities are central to Parliament’s legislative, financial control, and representational responsibilities.

The Majority Leader concluded that Parliament must remain committed to supporting national development by ensuring efficient use of public resources and effective implementation of government policies.

He expressed confidence that members of the House would rise to the occasion to deliver a productive and impactful session in service of the nation.
