The Minority In Parliament

The Deputy Minority Whip and Member of Parliament for Weija-Gbawe Constituency, Jerry Ahmed Shaib has commended the Majority during parliamentary proceedings over the proposed Community Service Sentencing Bill. Honourable Shaib described the legislation as a major intervention that could reduce pressure on Ghana’s prison system while improving rehabilitation efforts.

The Weija Gbawe MP explained that the discussions in Parliament showed support for the bill across the House. Many of the submissions, from his view, demonstrated that parliamentarians recognised the importance of introducing alternative sentencing measures for minor offences.

The Deputy Minority Whip stated that community service would benefit both offenders and society. From his perspective, custodial sentencing for petty crimes often worsen the conditions of inmates and increase congestion in correctional facilities.

“As a student of criminology, I know that it benefits both the society and the offender. Sometimes the offence committed may not be major, yet the person ends up in prison under harsh conditions.”

Honourable Jerry Ahmed Shaib

The Weija MP indicated that overcrowding is one of the biggest challenges confronting prisons across the country. From his perspective, many inmates live in difficult conditions because available infrastructure could no longer support the growing prison population.

Honourable Shaib observed that some prisoners struggle to secure sleeping space and even face difficulties during meal times. Consequently, he argued that introducing community service for lesser offences could significantly ease pressure on correctional facilities.

The Deputy Minority Whip also addressed the financial burden associated with maintaining prisoners. According to him, taxpayers continue to bear increasing costs in feeding and managing inmates who may have committed minor offences.

The Weija Gbawe MP stressed that public funds should support development projects that directly improve communities. He suggested that resources used for prison upkeep could instead be channelled into infrastructure and social interventions that benefit citizens.

Directing his argument to rehabilitation, Honourable Shaib cautioned that prison environments sometimes expose offenders to hardened criminal behaviour.

“If care is not taken and everyone is pushed to prison for small offences, you may end up promoting recidivism. Some offenders leave prison more hardened and commit worse crimes afterwards.”

Subsequently, he noted that community service could help offenders maintain strong ties with their families and communities. He explained that communal support often play a vital role in reforming individuals and helping them rebuild their lives.

The Deputy Minority Whip added that some offences are driven by hardship and social challenges within communities. In this regard, he explained that supervised community work could provide discipline while giving offenders an opportunity to reform without losing their social support systems.

Honourable Shaib also highlighted the impact incarceration could have on education and employment opportunities. He stated that young offenders, including students, risk losing their academic progress because of sentences linked to minor offences.

The Weija Gbawe MP proposed that offenders could instead undertake cleaning exercises, maintenance works and environmental sanitation activities within their communities. In his assessment, such punishments would promote accountability while encouraging offenders to avoid future misconduct.

Minority Praises Traditional Leaders’ Role in Justice Reform

The Deputy Minority Whip and Member of Parliament for Weija Gbawe, Jerry Ahmed Shaib applauded provisions within the bill that recognised the role of traditional authorities in community justice systems. Honourable Shaib stated that empowering chiefs and traditional leaders could strengthen discipline and social responsibility within local communities.

To him, traditional leaders are central figures in preserving customs and enforcing accepted social values. Honourable Shaib explained that involving them in community service programmes could improve compliance and reinforce communal accountability.

The Weija Gbawe MP observed that many communities still respected traditional authority structures despite changing social conditions. He specified that offenders would likely take corrective measures seriously when local leaders became part of rehabilitation efforts.

“Our traditional leaders are the embodiment of customs and tradition. When they are empowered to instill discipline within communities, many people will think twice before committing offences.”

Honourable Jerry Ahmed Shaib

Honourable Shaib observed that some traditional sanctions carry strong social consequences that discourage misconduct. Such community based correctional measures, if linked to traditional leadership, could help reduce repeated offences across local areas.
