The National Petroleum Authority (NPA) has inaugurated a 16-member multi-stakeholder Bitumen Technical Committee to spearhead the development of a comprehensive regulatory framework for Ghana’s bitumen industry.
The committee is expected to develop standards and regulatory guidelines to govern the quality, handling and use of bitumen, a key material used in road construction and maintenance across the country.
The inauguration, led by the Chief Executive Officer of the NPA, Godwin Kudzo Tameklo, marks a significant step toward addressing longstanding regulatory gaps within Ghana’s bitumen value chain.
Although the bitumen industry has operated in Ghana for several years and remains critical to the country’s infrastructure development agenda, there is currently no dedicated regulatory framework governing activities such as importation, storage, transportation, distribution and quality assurance.
The committee will ensure that bitumen produced locally or imported into the country meets the required standards.

Closing Regulatory Gaps

According to the NPA, the establishment of the Technical Committee forms part of broader efforts to strengthen oversight of the bitumen industry and promote greater consistency in the quality of products used for road construction projects.
The absence of a dedicated regulatory framework has meant that key aspects of the industry have largely operated without comprehensive standards covering the movement, storage and distribution of bitumen.
The Authority believes that introducing a structured regulatory regime will help improve quality assurance while supporting safer handling practices throughout the supply chain.
It is also expected to enhance confidence among industry players and institutions involved in the planning and execution of road infrastructure projects.
Multi-Stakeholder Representation

The Technical Committee brings together experts from both the National Petroleum Authority and other public institutions involved in road infrastructure, standards enforcement and trade facilitation.
The committee will be chaired by Abass Tasunti, Director of Economic Regulation and Planning at the NPA, while Bridgette A. Turkson, Acting Director of the Licensing Directorate, will serve as Co-Chair.
Other members include representatives from the NPA’s Quality Assurance, Licensing, Inspections, Monitoring and Health, Safety and Environment (HSE), as well as the Economic Regulation and Planning Directorates.
The committee also includes officials from the Ghana Highways Authority, the Ghana Standards Authority, the Customs Division of the Ghana Revenue Authority and the Ministry of Roads and Highways.
Focus On Industry Standards
A key responsibility of the committee will be the development of regulatory standards that ensure bitumen imported into Ghana, as well as products manufactured locally, comply with acceptable quality requirements.
Industry observers have long recognised the importance of maintaining consistent standards for bitumen, given its central role in the construction and maintenance of roads and other transport infrastructure.

By establishing clear regulatory requirements, the committee is expected to support improved quality control across the industry while promoting greater accountability among operators.
The framework will also provide guidance for stakeholders involved in the importation, storage, transportation and distribution of bitumen throughout the country.
Supporting Infrastructure Development
Bitumen remains an essential component in road construction, serving as the primary binding material used in asphalt production for highways, urban roads and other transport infrastructure.

Ensuring that the product meets established standards is considered critical to improving the durability, safety and longevity of road projects.
The NPA believes a dedicated regulatory framework will contribute to improved oversight of the sector while supporting government efforts to strengthen infrastructure development through quality assurance and effective regulation.
Towards A More Structured Industry
The inauguration of the Bitumen Technical Committee reflects growing efforts by the National Petroleum Authority to expand regulatory oversight across different segments of Ghana’s downstream petroleum industry.
By bringing together technical experts and key public sector institutions, the committee is expected to develop practical recommendations that will guide future regulation of the bitumen sector.
Once completed, the proposed framework is expected to establish clear standards governing the industry’s operations while supporting the efficient use of bitumen in national road construction projects.

The initiative also underscores the importance of inter-agency collaboration in developing policies that safeguard product quality, improve operational standards and contribute to the long-term sustainability of Ghana’s transport infrastructure.
