GRA Reforms Shine as Elsie Appau-Klu Wins Big

Ghana’s efforts to modernize tax administration and strengthen public governance have received a major international endorsement after Technical Advisor to the Commissioner-General of the Ghana Revenue Authority (GRA), Elsie Appau-Klu, was honoured with the prestigious Excellence in Public Policy and Governance Award at the 16th African Achievers Awards in London.

The distinguished recognition was presented at the historic House of Lords in the Palace of Westminster, where African leaders, diplomats, policymakers, entrepreneurs and development partners gathered to celebrate individuals and institutions driving meaningful change across the continent.

For many observers, the award is not only a personal milestone for Madam Appau-Klu but also a reflection of Ghana’s growing reputation for implementing reforms aimed at strengthening public institutions, improving tax compliance and enhancing domestic resource mobilization.

Global recognition for public policy excellence

Hosted by Lords Baroness Verma, Member of the House of Lords of the United Kingdom and Chancellor of the University of Roehampton, together with Baron Simon Woolley of Woodford, the ceremony recognized exceptional Africans whose work continues to shape governance, innovation and sustainable development.

Madam Appau-Klu’s latest recognition adds to an already remarkable achievement. She was previously honoured at the 8th African Achievers Awards held at the House of Commons in London in 2018 alongside Ghanaian businessman Ibrahim Mahama.

The Excellence in Public Policy and Governance Award recognizes outstanding leadership and contributions to public service, governance and policy development across Africa.

Her latest honour reinforces her growing influence in public policy circles and highlights Ghana’s commitment to institutional reforms that are attracting international attention.

A victory shared with Ghanaian taxpayers

Receiving the award before an audience of business executives, politicians, senior policy leaders, diplomats and fellow award recipients, Madam Appau-Klu made it clear that the recognition belonged to more than just herself.

“I am deeply honoured and humbled to receive this Excellence in Public Policy and Governance Award here at the historic House of Lords. This award is not mine alone. I receive it on behalf of the entire team at the Ghana Revenue Authority and on behalf of the taxpayers of Ghana.”

She praised the leadership of GRA Commissioner-General Anthony Sarpong and acknowledged the dedication of the Authority’s staff, emphasizing that their collective efforts are helping transform tax administration in Ghana.

Her remarks underscored the importance of public trust as the foundation of effective governance and national development.

Tax reforms take center stage

One of the strongest messages delivered during her acceptance speech focused on the role of tax reforms in financing Africa’s future.

According to Madam Appau-Klu, countries across the continent must increasingly rely on their own resources to fund development rather than depending excessively on external support.

“Across Africa today, we are having one central conversation: How do we fund our own development? The answer lies in good public policy and sound governance. When institutions work, citizens trust. When citizens trust, they comply. And when they comply, nations build schools, hospitals, roads and jobs from their own resources.”

She explained that ongoing reforms at the Ghana Revenue Authority are centered on making taxation easier, fairer and more transparent through technology.

The reforms include expanding the tax base to ensure fairness, encouraging voluntary compliance and educating citizens to see taxation as an investment in national development instead of a burden.

Highlighting the vision guiding these reforms, she stated: “Under the guidance of the Commissioner-General at GRA, our contribution to this vision has been through tax reform that is fair, modern and human.”

The remarks received widespread applause from participants who viewed domestic revenue mobilization as one of Africa’s biggest development priorities.

Inspiring public servants across Africa

Madam Appau-Klu also used the international platform to encourage public servants to remain committed despite the challenges often associated with government service.

She reminded delegates that genuine national transformation requires perseverance, integrity and dedication.

“Nation building is slow, it is tough, and it is often unseen. But it is the most important work we can do.”

Her message resonated strongly with many attendees, particularly young professionals considering careers in governance and public administration.

She urged the next generation of Africans to see public service as a powerful avenue for changing lives, strengthening institutions and building prosperous societies.

Championing women and economic empowerment

Beyond her responsibilities at the Ghana Revenue Authority, Madam Appau-Klu has established herself as a respected lawyer, human resources practitioner, policy analyst, entrepreneur and advocate for gender equality.

She acknowledged the important work of the Women Entrepreneurs Network, where she has supported policy reforms that promote women-owned businesses.

She also highlighted the initiatives of the Ezel Foundation, which focuses on empowering women and girls, advancing career development, supporting vulnerable women and promoting women’s economic rights.

These efforts demonstrate her commitment to inclusive development beyond tax administration and public governance.

An emotional tribute and a vision for Africa

One of the most touching moments of the evening came when Madam Appau-Klu dedicated the award to the memory of her late grandmother, who raised her from infancy.

She also expressed appreciation to her family, colleagues at the Ghana Revenue Authority and Ghanaian taxpayers for their continued support throughout her journey.

Ending her speech on an inspiring note, she challenged African leaders to embrace greater self reliance by strengthening governance and mobilizing domestic resources.

“As Africans, our future must be funded by Africans, governed by Africans and built for Africans including the Diaspora in Partnership with the rest of the world.”
