Mr. Joshua Narh, the Executive Chairman of the Energy Chamber Ghana, has indicated that the country is on the verge of a major structural shift in its downstream petroleum sector as a new refinery drive promises to push domestic production capacities past daily national consumption levels.
This landmark projection hinges on the successful scale-up of the privately-owned Sentuo Oil Refinery alongside the strategic reactivation of the state-owned Tema Oil Refinery (TOR).
By bolstering domestic processing, Ghana aims to fundamentally alter its import-dependent energy dynamic, transitioning from a nation reliant on foreign-refined products to one capable of self-sustaining its primary fuel needs.
“If Sentuo reaches 100,000 barrels per day and the Tema Oil Refinery (TOR) returns to sustained commercial operations, Ghana could have a combined refining capacity that comfortably exceeds the country’s current daily consumption of refined petroleum products. That would substantially reduce the need to import finished fuels such as petrol, diesel, aviation fuel, and LPG.”

The expansion of Ghana’s refining footprint is poised to drastically curb the heavy capital flight associated with importing finished petroleum products.
Currently, the country relies on vast foreign exchange reserves to purchase petrol, diesel, aviation turbine kerosene, and liquefied petroleum gas (LPG) from international markets.
Under this dual-refinery strategy, the combined operational output of a fully optimized TOR and an expanded Sentuo facility would yield a volume of refined products that aligns with and potentially surpasses local demand.
This domestic surplus is anticipated to ease the perennial pressure on the cedi, streamline the local supply chain, and provide a reliable buffer against localized product shortages.
Redefining National Energy Security vs. Independence
While the prospect of local fuel self-sufficiency presents a promising outlook for Ghana, Mr. Narh in an exclusive interview with The Vaultz News, cautioned that a clear line must be drawn between robust energy security and absolute energy independence.
A rise in domestic refining capacity undoubtedly “strengthens the former, but it does not automatically guarantee the latter,” he explains.
The core of this distinction lies in the raw material itself; although Ghana is an established oil-producing nation, its refineries must still secure crude oil at internationally competitive market rates.
Consequently, whether processing homegrown crude from the Jubilee, Ten, or Sankofa fields, or importing specific grades from abroad, domestic operations remain tied to global pricing structures.
This means that local pump prices will inevitably reflect broader international trends, preventing complete isolation from global crude market dynamics.
The infrastructure simply ensures that the physical product is processed within national borders, minimizing the risk of dry pumps but not necessarily guaranteeing cheap fuel.
The Persistent Shadow of Global Market Volatility
Even with active distillation columns running in Tema, Ghana’s energy economy will remain deeply integrated into the global petroleum supply chain.
The downstream sector remains highly vulnerable to external disruptions, including fluctuating shipping costs, maritime trade bottlenecks, and international geopolitical tensions.
As observed during recent global conflicts, disruptions to key trade routes can rapidly escalate shipping freights, indirectly driving up the overhead costs of domestic refining operations.
Furthermore, foreign exchange exposure remains a critical vulnerability for the Ghanaian market.
Because the petroleum sector is heavily reliant on “significant dollar-denominated transactions for crude purchases, equipment, spare parts, financing, and specialised services,” fluctuations in the cedi-to-dollar exchange rate will continue to dictate pricing at the local pumps.
Thus, while local refining reduces the direct spot-buying of finished fuels in greenbacks, the underlying operational economics of the refineries themselves remain anchored to the US dollar.
Macroeconomic Impacts of the Local Refining Era
On a macroeconomic level, the government’s current refinery drive is set to reshape Ghana’s fiscal landscape by retaining more value within the local economy.
Transitioning from an exporter of raw crude and an importer of finished products to a regional refining hub can stimulate industrial growth, create highly skilled technical jobs, and foster local content development in petroleum engineering and logistics.
The presence of two major active refineries in Tema establishes a competitive industrial ecosystem, potentially lowering the unit cost of refining through economies of scale.
Ultimately, these combined projects will serve as a vital economic shock absorber rather than a total shield.
By processing fuel locally, the state significantly mitigates the transactional delays, premium import charges, and sudden supply cutoffs that have historically destabilized the market during global crises.
While the country cannot fully detach itself from global pricing realities, the transition to a refining surplus represents a decisive step toward securing national energy sovereignty and stabilizing the domestic currency.
