James Agalga, Member of Parliament for Builsa North, has confirmed his appointment as Majority Leader of Ghana’s Parliament and pushed back at suggestions that an experienced Minority bench will overpower him, telling an interviewer, “Do I look like somebody who can be bullied?“
The Upper East legislator takes over from Bawku Central MP Mahama Ayariga, whom President John Dramani Mahama nominated the same day as Minister-designate for Local Government, Chieftaincy and Religious Affairs.
Hon James Agalga spoke from his constituency, where he is coordinating flood relief, and answered the experience question by pointing to eight years as a ranking member and his current chairmanship of the Defence and Interior Committee.
A Surprise Call and a Question of Experience
Hon. Agalga did not pretend the news had been expected. Asked whether the announcement surprised him, he said he was a little bit surprised, but that once the confidence had been reposed in him to serve as Majority Leader, he was ready and willing to serve in that capacity.
He thanked the President, the party chairman, the General Secretary and the wider leadership for the decision, and framed his approach in terms of the electoral mandate rather than parliamentary combat.
When he settles into the role, he said, he will place the interest of Ghanaians first and work to ensure that the mandate given to the National Democratic Congress is executed to the best of the ability of the government and the party.
The appointment reportedly reached him through NDC General Secretary Fiifi Kwetey and the outgoing Majority Leader, with the news breaking publicly the same day the Presidency issued its reshuffle statement.
Answering the Bullying Charge
The sharpest moment in the interview came over remarks attributed to Bimbilla MP and former Defence Minister Dominic Nitiwul, who reportedly suggested that the Builsa North MP has never held a leadership position and would be facing a Minority bench strong and experienced enough to bully him.
Agalga rejected the premise outright. “I want to assure you that I am not new to leadership in Parliament,” he said. “I have been a ranking member for eight solid years. I am currently the chairman of the Defence and Interior Committee. To that extent, it cannot be said that I am new to leadership.”
He then turned the question back on the interviewer. “Do I look like somebody who can be bullied?” he asked, adding that he is a four-time Member of Parliament and does not think any colleague in the House can bully him.
On how he intends to handle the Minority, he declined to set out a method in advance, repeating twice that the end shall justify the means and leaving the rest for the public to judge once the House resumes work.
The record supports his account of himself. Hon. Agalga is a lawyer who has represented Builsa North since 2013, serving in the Sixth, Seventh, Eighth and current Ninth Parliaments.
He was Deputy Minister for the Interior under the previous Mahama administration and holds a master’s degree in Conflict, Peace and Security from the Kofi Annan International Peacekeeping Training Centre.
He was named Chairman of the Select Committee on Defence and Interior at the start of the Ninth Parliament, with Assin South MP John Ntim Fordjour as Ranking Member, a portfolio covering the Ghana Armed Forces, the Police Service, Immigration, Prisons, the Fire Service, and narcotics control.
No Caucus Engagement Yet
Hon. Agalga has not yet met the caucus he will lead. Asked whether he had engaged his members, he said no, noting that the news had broken only that day and that the engagements would come in due course.
Parliament adjourned on July 31 after the Mid-Year Budget Review debate and remains on recess, which leaves the incoming leader without an immediate floor test but also without a natural venue to consolidate support.
That timing carries some weight. The Majority Caucus commands 185 of Parliament’s 276 seats, and its leadership shapes government business scheduling, committee coordination and the pace at which executive nominations move.
The Appointments Committee must still vet Mahama Ayariga, Dr Zanetor Agyeman-Rawlings before any of their appointment take effect.
Flooding in Builsa North
Hon. James Agalga spent much of the interview on the emergency in his constituency rather than on his promotion. Heavy rains have washed away roads, damaged farms, and affected homes across the area, a situation he described as terrible and quite sad while saying his team is working around the clock to bring relief.
He said he first stayed back in Accra to coordinate the response, reaching out to the National Disaster Management Organisation and repeatedly approaching the Chief Executive of the Ghana Highways Authority and the Minister for Roads.
Those contacts produced instructions for immediate intervention to prevent the main road leading into Sandema township from collapsing entirely.
NADMO has since assured him that a team has been dispatched with relief items, and highway crews have begun work to save roads from total collapse. “It is refreshing to know that my efforts have yielded some dividends,” he said, adding that in the coming days he expects to ameliorate the suffering of flood victims.
What the New Leader Inherits
Hon. Agalga assumes the role at a moment when the Majority must steer a reshuffled ministerial slate through vetting while defending an economic record the Minority has called prematurely celebrated. His predecessor left the floor having just traded barbs with Minority Leader Alexander Afenyo-Markin over speaking time and budget figures.
Whether the Defence and Interior chairman can carry that combative register into the leadership seat is now the open question in Ghanaian politics, and by his own account he intends to let the work answer it.
