Secretary to the President Dr Callistus Mahama

The Office of the President has issued a firm notice to all Ministers, Deputy Ministers, Chief Executives, board members and other political appointees, reminding them of President John Dramani Mahama’s resolve to maintain discipline, accountability and effective leadership across government, days after the dissolution of nine state institution boards.

The notice, signed by Secretary to the President Dr Callistus Mahama, links the recent ministerial changes and board dissolutions directly to an impending reshuffle of Chief Executives, framing all three developments as evidence of a single underlying push to strengthen institutional leadership, improve coordination and ensure every appointee remains aligned with government policy and priorities.

A Warning Tied to Recent Institutional Changes

The notice draws an explicit line between what has already happened and what is still to come. It cites the recent ministerial changes and the dissolution of selected boards, an apparent reference to Wednesday’s dissolution of governing boards at nine institutions, including the Ghana National Petroleum Corporation, Bulk Oil Storage and Transportation Company, Volta Aluminium Company and Consolidated Bank Ghana, as reflecting the President’s determination to strengthen institutional leadership and enhance coordination across government.

The notice goes further, disclosing that a reshuffle of Chief Executives is impending, signalling that Wednesday’s board dissolutions are not an isolated administrative action but part of a broader restructuring exercise still unfolding across state institutions.

What the President Expects

The notice sets out explicit behavioural standards for every category of political appointee. “The President expects all Ministers, Deputy Ministers, Chief Executives, Board members and other political appointees to discharge their responsibilities with integrity, diligence, humility and respect for established administrative procedures,” it states, adding a direct warning about the limits of tolerance. “Conduct that undermines governmental cohesion, institutional authority or the effective implementation of Government policy will not be tolerated.”

The language echoes previous communications from the Presidency this year that have used the framing of public office as privilege rather than entitlement. The notice reminds appointees that public office is a privilege and an opportunity to serve the Ghanaian people, and states plainly that performance across all sectors will continue to be assessed, with the President prepared to take any further action necessary to safeguard the integrity, effectiveness and responsiveness of his administration.

Wednesday’s notice extends a pattern the Presidency established in June 2026, when it directed all Ministers of State, Chief Executive Officers of state institutions and political appointees to stop accepting awards from private organisations without prior approval, citing concerns that unverified award schemes could create misleading impressions of government performance.

That earlier directive, also signed by Dr Callistus Mahama, disclosed that the Presidency would undertake a comprehensive performance review of ministers and chief executives, with the findings serving as a key basis for decisions on retention, reassignment and any future Cabinet or executive restructuring.

Wednesday’s notice appears to represent a further stage in that same process, moving from the groundwork laid in June toward the concrete institutional changes now visible in the board dissolutions and the promised CEO reshuffle.

Officials have consistently been told they will be judged on measurable outcomes tied to the delivery of government policies and programmes, management of public resources and achievement of sector-specific targets outlined in the National Democratic Congress’s 2024 manifesto, rather than on privately organised recognition or informal standing within government.

A Call for Cooperation Amid the Restructuring

The notice closes by asking for cooperation from the very appointees it puts on notice, framing the disciplinary message alongside an appeal for unity of purpose. “All appointees are expected to cooperate and commit as we work together to deliver the Government’s mandate and improve the lives of the Ghanaian people,” it states, positioning the warning as intended to strengthen rather than destabilise the administration’s ability to function.

For ministers, deputy ministers and chief executives across government, the notice leaves little ambiguity about what happens next.

With board reconstitutions already announced as pending and a CEO reshuffle now explicitly flagged, appointees across state institutions face a period of continued uncertainty about their positions, with performance and alignment with government priorities positioned as the deciding factors in who remains and who does not.
