The Ministry of Health has secured a new pathway for qualified Ghanaian nurses to access employment opportunities in the United States, following the signing of a Memorandum of Understanding (MoU) between the Government of Ghana and the City of Columbus, Ohio.

The agreement, signed by the Ministries of Health and Labour, Jobs and Employment, follows months of technical discussions with United States counterparts and sets the stage for more detailed arrangements governing the ethical recruitment and deployment of Ghanaian health professionals, with particular focus on nurses.

Speaking on the agreement, the Minister for Health, Hon. Kwabena Mintah Akandoh, said the MoU extends beyond the simple facilitation of recruitment, stressing that any resulting deployment arrangement must actively protect the rights, welfare and professional interests of Ghanaian health workers taking up opportunities abroad.

“The MoU goes beyond recruitment, any deployment arrangement must protect the rights, welfare and professional interests of Ghanaian health workers,”

Part Of Broader Migration Policy Alignment

According to Akandoh, the initiative forms part of the Ministry’s ongoing efforts to secure credible and decent international employment opportunities for Ghanaian health professionals, in line with Ghana’s Migration Policy and established international standards governing labour migration.

He explained that this latest agreement builds directly on the existing Sister-City relationship between Accra and Columbus, alongside the Ghana Labour Exchange Programme, positioning the new MoU as a natural extension of pre-existing diplomatic and labour cooperation channels rather than an entirely new initiative.

 Building On Existing Sister-City Ties

The Minister noted that the partnership between Ghana and Columbus leverages a relationship that predates the current agreement, suggesting that the groundwork for cooperation between the two cities had already been established through the sister-City arrangement before discussions on health worker deployment began.

This existing relationship, combined with the Ghana Labour Exchange Programme, appears to have provided a structured foundation upon which the more specific health worker recruitment and deployment framework could be built.

 Commitment To Continued Partnership Development

Looking ahead, Akandoh assured that the Ministry of Health would continue pursuing similar partnerships aimed at creating decent job opportunities for Ghanaian health professionals abroad.

He stressed that any future arrangements would remain aligned with Ghana’s Migration Policy, international best practices and global labour standards, while continuing to safeguard the welfare and professional rights of health workers recruited through such programmes.

Addressing Workforce Migration Through Structured Channels

The signing of this MoU comes against the backdrop of ongoing concerns within Ghana’s health sector regarding the emigration of trained nurses, doctors and other health professionals, a trend that has been repeatedly flagged by health policy analysts as contributing to workforce shortages within the domestic health system.

By establishing a formal, government-to-government pathway for nurse deployment to Columbus, the Ministry appears to be positioning managed migration, rather than unregulated emigration, as a preferred approach to addressing the reality of health worker interest in international employment opportunities, while attempting to ensure that such migration occurs through ethical, transparent and protective channels.

With the MoU now formally signed, attention will likely turn to the development of more detailed operational arrangements governing how Ghanaian nurses will be identified, recruited and deployed under the agreement, as well as the specific protections that will be put in place to safeguard their rights and welfare once they begin working in Columbus.

The extent to which this agreement is replicated with other cities or countries in the coming months may also serve as an indicator of how central managed labour migration becomes within Ghana’s broader health workforce strategy going forward.
