Ghana’s domestic fuel supply could receive some relief from continued production at Sentuo Oil Refinery, with the National Petroleum Authority (NPA) expressing confidence that the refinery will maintain output through the end of the year.
The assurance comes as Ghana continues to rely heavily on imported refined petroleum products, leaving the downstream market exposed to international supply disruptions, crude prices, freight costs and foreign-exchange pressures.
NPA Chief Executive Godwin Edudzi Tameklo said the regulator expects Sentuo to maintain production during the remaining months of 2026.
“We are confident that, from now until December, we will have consistent production from Sentuo.”

While the statement, said during an interview with JoyNews, does not guarantee uninterrupted fuel availability under every market condition, it provides an indication that locally refined products are expected to remain part of Ghana’s supply mix rather than the country depending almost entirely on imported finished products.
Local Refining Gains Strategic Importance
The significance of Sentuo’s expected output extends beyond the refinery itself.
Ghana’s petroleum market remains structurally exposed to external shocks because domestic consumption continues to depend substantially on imported refined products.
Local refining therefore provides an additional supply channel that can help reduce the pressure placed on imports when international markets tighten.
This has become more relevant as global petroleum markets remain vulnerable to geopolitical disruptions and higher supply costs.
The NPA’s position also comes against a broader push to increase the contribution of Ghana’s own refineries.
The government has said planned expansion at Sentuo and the Tema Oil Refinery could eventually allow the two facilities to meet a much larger share of domestic petroleum demand.
For now, however, the immediate issue is not whether Ghana can become self-sufficient in refined products, but whether domestic refineries can operate consistently enough to provide a dependable supplement to imports.
That distinction matters.
More Refining Does Not Automatically Mean Cheaper Fuel
Greater domestic refining capacity can strengthen supply security, but it does not by itself guarantee lower prices at the pump.
Crude oil remains an internationally traded commodity, meaning a refinery operating in Ghana is still exposed to global crude prices. Other costs; including financing, energy, maintenance, logistics and foreign exchange, also affect the final cost of refined products.
The Chamber of Bulk Oil Distributors has therefore cautioned against assuming that the return or expansion of domestic refining will immediately translate into cheaper fuel.
CBOD Chief Executive Dr Patrick Kwaku Ofori has instead argued that having Sentuo and TOR operating locally reduces Ghana’s exposure to supply insecurity.
He estimates that the two facilities could potentially account for between 25% and 30% of national consumption, although that figure refers to their combined contribution rather than Sentuo alone.

That is arguably the more important measure of domestic refining at this stage: resilience rather than immediate price reduction.
Reliability Remains The Bigger Test
For Ghana, the value of Sentuo will ultimately depend on how consistently the refinery can operate and how effectively its output can be integrated into the wider downstream supply system.
The country has historically faced difficulties with refinery reliability, while infrastructure and working-capital constraints have also limited domestic processing.
Ghana’s medium-term energy planning identifies inadequate refining capacity and operational challenges at existing refineries as factors behind the country’s continued dependence on imported petroleum products.
This makes sustained refinery operations important for a different reason: every additional reliable source of locally refined product gives importers and the wider downstream market another option when international supply conditions deteriorate.
The government has already positioned the expansion of TOR and Sentuo as part of a broader strategy to increase local refining and reduce dependence on imports.
President John Mahama has also linked investment in the sector to energy security and economic resilience.
But the immediate opportunity is to turn refinery availability into predictable supply.
That requires more than keeping a plant running. It requires reliable crude supply, adequate working capital, maintenance planning, storage capacity and efficient distribution networks.
A Buffer, Not Yet A Replacement For Imports
Sentuo’s expected production through December should therefore be viewed as a strengthening of Ghana’s domestic supply buffer rather than evidence that the country has overcome its dependence on imported petroleum products.
The distinction is important because Ghana’s fuel security ultimately depends on the resilience of the entire downstream chain, from crude supply and refining to storage, transportation and distribution.
The NPA’s assurance provides some confidence on one part of that chain. The larger policy challenge is ensuring that Ghana can sustain domestic refining while expanding capacity and infrastructure around it.
For consumers, the immediate benefit is the prospect of a more dependable locally produced supply.
For the energy sector, the bigger test is whether that reliability can be maintained long enough for domestic refining to become a structural component of Ghana’s fuel-security strategy.
