Ghana is seeking to strengthen its investment relationship with Lebanon as the Ghana Investment Promotion Authority (GIPA) reaffirms its commitment to helping investors navigate regulatory requirements and resolve operational challenges.

The Deputy Chief Executive Officer of GIPA, Mr A. Razak Baba, gives the assurance during a courtesy call on Lebanon’s Ambassador to Ghana, H.E. Fouad Khazzaka.

The discussions focuses on opportunities for Lebanese businesses to establish and expand operations in Ghana, particularly in agriculture, food processing, tourism and pharmaceuticals.

Mr. Baba explains that the authority works with businesses to address operational difficulties involving relevant public institutions. He also encourages Lebanese investors to explore Ghana’s investment potential, emphasising the importance of institutional support in establishing sustainable business operations.

”The initiative aims to improve investor confidence, encourage business expansion and attract capital into productive sectors of the economy.”

GIPA reaffirms its commitment to supporting investors in Ghana, particularly by helping businesses resolve operational challenges and navigate regulatory processes through engagement with relevant public institutions.

Strengthening Investor Confidence

The meeting highlights the importance of investment facilitation in attracting foreign capital and ensuring that businesses can translate investment plans into operational enterprises.

For investors entering a new market, access to reliable information, regulatory guidance and effective communication with public institutions can influence decisions about where to establish factories and expand commercial activities.

Ghana’s investment performance provides context for these discussions. According to the Ghana Investment Promotion Centre’s fourth-quarter 2024 investment report, the country registers 140 investment projects during 2024, while the recorded foreign direct investment value reaches US$617.61 million.

”Manufacturing leads in the number of registered projects, with 66, while services attracts the highest foreign direct investment value, at US$281.56 million.”

The figures demonstrate the diversity of Ghana’s investment landscape, although registered projects and recorded investment values do not automatically translate into completed factories or fully operational businesses.

GIPA’s engagement with the Lebanese diplomatic mission therefore provides an opportunity to communicate Ghana’s investment proposition while addressing concerns that may affect potential investors.

The engagement emphasises cooperation between GIPA and relevant public institutions to help businesses address operational difficulties and understand the processes required to establish and expand their investments in Ghana.

For the authority, investment promotion involves more than attracting expressions of interest. Effective facilitation also requires investors to understand applicable laws, sector-specific requirements and the procedures governing business establishment and operations.

This approach is particularly relevant to manufacturing and agro-processing investments, where businesses may need to coordinate land acquisition, construction, utilities, product standards, licensing and access to supply chains before production begins.

Opportunities in Priority Sectors

Ambassador Khazzaka expresses interest in expanding Lebanese investments in Ghana, identifying food processing, agriculture, tourism and pharmaceuticals as areas with potential for further cooperation.

These sectors offer opportunities to connect foreign capital with local production, employment and value addition. In agriculture, for example, investment can support commercial farming, improved storage, processing facilities, packaging and distribution networks.

Such activities can strengthen links between farmers and industrial businesses while reducing losses and creating markets for locally produced raw materials.

Ghana’s Ministry of Food and Agriculture identifies private investment, agricultural modernisation and value addition as important components of transforming the sector. Its agricultural investment guide highlights opportunities across production, processing, storage, logistics and related services.

Food processing is particularly relevant to the proposed investment discussions because it can connect Ghana’s agricultural resources with manufacturing and domestic and export markets.

Ambassador Khazzaka identifies food processing, agriculture, tourism and pharmaceuticals as priority areas for expanding Lebanese business participation in Ghana.

The pharmaceutical sector also presents opportunities in manufacturing, distribution and supporting services. The Ghana Free Zones Authority identifies pharmaceuticals and agro-food processing among its priority investment areas, alongside other manufacturing and export-oriented activities.

For prospective Lebanese investors, the opportunities may include establishing production facilities, forming partnerships with Ghanaian businesses and developing distribution networks serving local and regional markets.

The viability of individual projects, however, depends on commercial assessments, regulatory compliance, financing and market demand.

”Tourism offers another avenue for collaboration through hospitality, accommodation, leisure services and related infrastructure. Investment in these areas can support employment and strengthen the businesses that supply goods and services to tourism operators.”

Building Ghana-Lebanon Business Ties

Also with investment opportunities, embassies can help identify prospective partners, facilitate business contacts and provide information about commercial interests, while investment promotion institutions explain the procedures and opportunities available in the host country.

For Ghana, stronger Lebanese participation could create opportunities for joint ventures, technology transfer, skills development and employment, depending on the projects established and their implementation.

However, converting interest into investment requires sustained engagement after initial meetings. Potential investors need clear information on business registration, relevant sector regulations, taxation, financing, infrastructure and market access. They also need to assess the costs and commercial risks associated with establishing operations.

GIPA’s role in facilitating engagement with public institutions is therefore important to building confidence and helping investors make informed decisions.

The meeting provides a platform for exploring ways to attract additional Lebanese investment to Ghana, strengthen business relationships and identify opportunities for productive ventures in priority sectors.

The discussions between Mr Baba and Ambassador Khazzaka reinforce the shared interest in expanding economic cooperation between the two countries. The next step is to translate the identified opportunities into concrete business engagements, viable investment proposals and operational projects.

For Ghana, the broader objective is to attract investment that supports production, creates jobs and strengthens domestic industries. For Lebanese businesses, the country offers potential entry points into agriculture, manufacturing, tourism and other commercial activities.

The outcome of this engagement will ultimately depend on follow-up discussions, investor decisions and the ability of proposed projects to meet regulatory requirements and commercial expectations.

Sustaining cooperation between GIPA, the Lebanese diplomatic mission and prospective investors could help turn the discussions into practical investment opportunities that benefit both economies.
