Water flows over the collapsed Kakhovka Dam in Nova Kakhovka, in Russian-occupied Ukraine.

Report from Kremlin claims, the sudden collapse of the Kakhova dam in southern Ukraine, has devastated the area. Be as the case may be, United Nation’s aid personnel have been denied access to the affected Russia occupied areas, because of the danger posed by the ongoing conflict.

The Russian government came under fire from the UN, for reportedly preventing humanitarian workers from reaching areas it controls, where people have been stranded in the “devastating destruction.”

In an effort to assist people in need, Denise Brown, the U.N. Humanitarian Coordinator for Ukraine, said in a statement that, her staff was in contact with both Moscow and Kyiv, which govern various areas of the region. The UN Coordinator claimed that, the victims struggle with a lack of power, food, and clean water.

The Russian government has been encouraged by Brown “to act in accordance with their obligations under international humanitarian law” and allow them entry into its controlled areas.

Dmitry Peskov, spokesman for the Kremlin, said during a conference call with reporters that, the risk of a visit would be too great due to the assaults in Ukraine. Peskov did not directly acknowledge that, Russia had barred U.N. entry to those area.

“There has been constant shelling, constant provocations, civilian facilities and the civilian population have come under fire, people have died, so it’s really difficult to ensure their security.”

Dmitry Peskov, Spokesperson For Kremlin.

Peskov made these remarks in the midst of conflicting stories from survivors about the caliber of the aid that Russia has been supplying in the territories, that it controls. The Dnieper River, which has Russian and Ukrainian soldiers positioned on its eastern and western banks, serves as the front line where the dam is located.

Rescuers evacuate local residents from a flooded area after the Nova Kakhovka dam breached, amid Russia’s attack on Ukraine, in Kherson, Ukraine.

Many evacuees and locals have criticized the Russian government for providing little to no assistance. Reports confirmed that, evacuees were occasionally required to show their Russian passports in order to escape.

While rushing to transport Ukrainians out of Russia-occupied flood zones, rescuers on the Ukrainian side have been fending off snipers from the Russian side. Drone images and data showed that, Russia had the ability, reason, and chance to blow up the dam, while it was under Russian control.

The Counteroffensive

The Kakhovka dam explosion happened at the time Ukraine has been preparing for counteroffensive. Attacks by Kiev’s soldiers have recently increased along the front line’s 1,000 km. According to some commentators, Russia attempted to obstruct Ukraine’s counteroffensive in the Kherson region by blowing up the dam.

According to the U.K. Defense Ministry, the Zaporizhzhia and Bakhmut districts, which have seen intense action, are places Russia recently redeployed many thousand troops from the banks of the Dnieper.

Hanna Maliar, the Deputy Ukrainian Defense Minister, reported that, over a period of two weeks in the Berdyansk and Melitopol axes of the counteroffensive in the southeast of the nation, Kyiv’s forces regained an aggregate of eight villages.

According to the Deputy Minister, Ukrainian forces have moved up to seven kilometers into Russian-held territory. However, independent confirmation of either side’s statements made on the battlefield was not possible.

Moreover, the Institute for the Study of War speculates that, Ukrainian forces may have suspended their counteroffensive operations, while they reevaluate their strategies. According to the report, Kiev “has not yet committed the majority of its available forces to counteroffensive operations and has not yet launched its main effort.”

Regional authorities claimed that, the attack was directed towards the southern province of Odesa and the southeastern Dnipropetrovsk area. There were no injuries or quick reports of damage.
