Boakye-Danquah Calls for Scrutiny of Appointees’ Qualifications

Some Public Appointees Under the Mahama Administration

Dr. Plagrave Boakye-Danquah, a prominent member of the New Patriotic Party (NPP) and former government spokesperson on economic affairs, has called on the Public Services Commission to conduct a thorough and rigorous examination of all Curriculum Vitaes (CVs) of public employees. 

He specifically highlighted the need to closely scrutinize the qualifications of individuals who have been appointed as Acting CEOs or Managing Directors. 

While acknowledging that these appointments may have been made by the President, Dr. Boakye-Danquah emphasized the importance of ensuring that the appointees possess the necessary qualifications and expertise for their roles.

According to him, some of these appointees may not meet the required standards despite holding these positions.

“In Ghana, we have the Public Services Commission that is mandated under Article 196 of the Constitution to among other things to ‘REGULATE ENTRANCE…’- emphasis mine.

“The Article states that the Public Services Commission shall have such powers and exercise such supervisory, regulatory and consultative functions as Parliament shall, by law, prescribe…”

Dr. Boakye-Danquah further pointed out that under Article 196 of the Constitution, the Public Services Commission holds significant responsibility in overseeing several key aspects of public service management. 

According to him, this includes, as applicable, the regulation and supervision of entrance and promotion examinations, as well as the recruitment and appointment processes for individuals entering or advancing within the public service.

Additionally, he noted that the Commission is tasked with establishing clear guidelines concerning the terms and conditions of employment for public service employees. 

The NPP stalwart indicated that these responsibilities are essential for ensuring that appointments and promotions within the public service are conducted fairly and in line with established standards.

He further emphasized the critical importance of hiring the right and qualified individuals within the public sector. 

According to him, this is essential not only to uphold the integrity of public institutions but also to guarantee that national resources and finances are utilized efficiently. 

By ensuring that skilled and capable professionals are in key positions, the government can optimize public spending, foster accountability, and ultimately achieve better outcomes for the nation.

Furthermore, Dr. Plagrave Boakye-Danquah expressed his unwavering trust and respect for the commissioners at the Public Services Commission, acknowledging their integrity and commitment to upholding the principles of good governance. 

He also observed that under the leadership of President John Dramani Mahama, the government’s structure is gradually taking form regarding this issue.

According to Boakye-Danquah, this structure will provide the necessary support to effectively carry out its mandate and meet the needs of the Ghanaian people.

He believes that this development will play a pivotal role in enabling the government to fulfill its promises effectively. 

By ensuring the right people are in place, the government can drive impactful initiatives that contribute significantly to the nation’s progress. 

This approach will help create a more efficient, accountable, and responsive public sector, ultimately fostering long-term growth and development for the country.

“Integrity is key in the entrance processes and if anyone is dishonest with the content of their CURRICULUM VITAE – it is the mandate of the commission to disapprove their appointment and respectfully ask the President for a replacement”.

He further stated that the task ahead for the Public Services Commission in ensuring integrity within the public sector is indeed significant. 

Boakye-Danquah indicated that the Commission faces a crucial responsibility in maintaining transparency, fairness, and accountability.

According to him, these are essential for fostering public trust and ensuring that the public sector operates efficiently and in the best interest of the Ghanaian people.

The NPP stalwart expressed his well-wishes, stating that he sincerely hopes for the best outcomes for everyone involved. 

He acknowledged the challenges ahead but emphasized his belief in the potential for success through dedicated effort and cooperation.
