North Korea has condemned upcoming US-South Korea military exercises, warning that growing military cooperation between Washington, Seoul and Tokyo is increasing tensions on the Korean Peninsula.
The warning came ahead of the annual Ulchi Freedom Shield exercises, which are scheduled to begin on August 17 and continue through August 27. Pyongyang described the drills as a provocation and said it would respond to what it considers a heightened military threat with stronger deterrence measures.
A spokesperson for North Korea’s Foreign Ministry said the growing military cooperation among the United States, South Korea and Japan was moving towards what Pyongyang described as a “nuclear alliance.”
The statement focused particularly on Washington’s description of this year’s exercises as being different from previous drills. “The US announced that the forthcoming exercises are quite different from the ones of the past five years and intended to master the ability of fighting a war on the basis of the new aspects of modern warfare,” the Spokesperson said. “It is our consistent principle of ensuring security to respond to a new level of a threat with a new level of a deterrent,” the statement added.
Ulchi Freedom Shield is a major annual exercise involving US and South Korean forces. This year’s drills are expected to include training focused on threats such as drone attacks, GPS disruption and cyberattacks, reflecting concerns about the changing nature of military operations and North Korea’s developing capabilities.
About 18,000 South Korean troops are expected to participate alongside personnel from the approximately 28,500 US forces stationed in South Korea. North Korea has routinely criticised joint military exercises involving the United States and South Korea, arguing that they are preparations for an attack.
Washington and Seoul, however, have consistently described their exercises as defensive in nature and aimed at maintaining military readiness. Pyongyang’s latest warning comes as tensions on the Korean Peninsula remain elevated.
North Korea Vows To Bolster Nuclear Deterrent
North Korea also said that it would strengthen its nuclear deterrent, accusing the United States of lowering the threshold for nuclear weapons use and warning that international tensions were pushing the world “to the brink of nuclear war.”
The latest statement followed a North Korean ballistic missile launch on Wednesday towards waters off the Korean Peninsula’s eastern coast. It was the second reported missile launch by Pyongyang within six days.
The missile activity has added to concerns about North Korea’s military development as Washington and Seoul prepare for the annual exercises. North Korea’s military capabilities have also been influenced by its growing cooperation with Russia. The country is estimated to have sent between 12,000 and 15,000 soldiers to support Russia in its war against Ukraine, according to reports.
North Korea is also believed to be preparing to send another 10,000 troops. The deployment has provided North Korean forces with experience of modern battlefield conditions, while reports have indicated that Pyongyang has received compensation in areas including weapons, energy and financial support.
US and South Korean military officials say the experience gained by North Korean troops in Ukraine could affect the security environment on the Korean Peninsula. Colonel Ryan Donald, a Spokesperson for the US and South Korean Combined Forces Command, said this week that North Korean forces had gained lessons from their involvement in the conflict. “They’ve taken those lessons they learned there and brought them back to North Korea,” Donald told reporters. “Our training accounts for that threat,” he added.
The comments emphasize the broader security concerns surrounding North Korea’s military cooperation with Russia and its impact on the region. Pyongyang has meanwhile framed the upcoming exercises as part of a broader pattern of military pressure. Its Foreign Ministry said the drills were being held at a time when military and political tensions were increasing in Europe, the Middle East and other parts of the world. North Korea has previously threatened to strengthen its nuclear and missile capabilities in response to what it views as hostile military activity by the United States and its allies.
The latest warning therefore sets the stage for another period of heightened tensions as the US and South Korea prepare to begin Ulchi Freedom Shield. While the allies are expected to use the exercises to improve their ability to respond to conventional and emerging security threats, North Korea has made clear that it views the drills as evidence of a growing military challenge.
With Pyongyang continuing to develop its nuclear and missile programmes and expanding military ties with Russia, the upcoming exercises are likely to remain a major point of contention between North Korea and the US-South Korea alliance.
