Energy Minister Orders Probe into Missing ECG Containers

The Minister of Energy and Green Transition, John Abdulai Jinapor, has formally requested the National Investigation Bureau (NIB) to launch an investigation into the disappearance of 1,357 containers belonging to the Electricity Company of Ghana (ECG) at Tema Port.

The missing containers, which were part of an estimated 2,500 shipments, contained vital electrical materials intended for national power distribution projects. The Minister emphasized the importance of accountability. 

“In view of the foregoing, the Ministry kindly requests your outfit to commence investigations into the missing containers and furnish the Ministry with the findings of your investigations.”

The issue of the missing containers surfaced following an investigative report conducted by a Technical Committee established by the Ministry of Energy and Green Transition.

The committee was tasked with assessing the status of ECG’s shipments at Tema Port. Their findings revealed that only 1,134 containers were accounted for, leaving 1,357 untraceable. 

“The over 1,300 containers cannot vanish into thin air.

“We will work with the Attorney General and the Police to ensure those responsible are brought to book to retrieve the containers or the monetary value of the same.”

To address the issue, Minister Jinapor has proposed the formation of a three-member expert committee to track the serial numbers of the missing containers.

The committee will work alongside the NIB-led criminal investigation, analyzing all relevant documentation to determine the final destination of each shipment. 

“We need to secure the remaining containers and put them to good use while we pursue those that cannot be accounted for.”

He also revealed that 40 of the missing containers had been traced to warehouses and aluminium smelting companies, with foreign nationals, including Chinese and Indians, arrested in connection with the found shipments. 

The disappearance of ECG’s containers poses a significant challenge to Ghana’s power distribution infrastructure. The missing shipments contained critical electrical materials, including cables and transformers, essential for ongoing electrification projects.  

The Minister has stressed the need for structured payment plans to ensure that recovered containers are utilized effectively rather than auctioned off at suspiciously low prices

The investigative report also uncovered procurement irregularities, including contracts awarded to companies without the necessary licenses to clear the containers.  

Additionally, ECG’s procurement directorate had been merged with its Housing and Estate unit, raising concerns over mismanagement and lack of oversight. 

Former ECG Managing Director Samuel Dubik Mahama has called for a full forensic audit, arguing that the containers were not missing but rather misplaced or redirected.  

He noted that some containers had been auctioned off by the Ghana Revenue Authority (GRA) due to prolonged overstay at the port, further complicating the investigation. 

The scandal has sparked public outrage, with many calling for greater transparency and accountability in ECG’s procurement processes.

Industry experts warn that continued mismanagement could delay electrification projects, affecting businesses and households reliant on stable power supply.

Meanwhile, the Attorney General’s Office has been engaged to explore legal actions against individuals found culpable in the disappearance of the containers.  

The government has vowed to reform ECG’s procurement practices, ensuring that similar incidents do not occur in the future 

The investigation into the missing ECG containers at Tema Port marks a critical moment for Ghana’s energy sector.  

As authorities work to unravel the mystery, the focus remains on recovering lost assets, holding responsible parties accountable, and implementing reforms to prevent future occurrences. 

With the NIB, Attorney General, and National Security Secretariat now involved, the nation awaits further updates on the progress of the investigation and the potential legal consequences for those implicated in the scandal.
