T-bill Undersubscription Trend Persists as Tight Liquidity Chokes Market

Investors Rush Back: Ghana’s T-Bill Market Explodes With GH¢6bn Bids Amid Reduced Target

T-BILL

Ghana’s domestic debt market is flashing red as investor appetite for Treasury bills continues to weaken, deepening concerns about liquidity pressures and shifting market sentiment.

The latest auction results reveal yet another significant undersubscription, signaling that confidence in short-term government securities is wobbling at a time when the Treasury is heavily dependent on these instruments to manage public finances. Market watchers say the sustained decline in demand is not an isolated occurrence but a growing trend that underscores broader tightening across the financial system.

At the most recent auction, bids submitted across the 91-, 182- and 364-day tenors totaled GH¢4.9 billion. This fell 22.82 percent short of the GH¢6.42 billion the government was seeking to raise. The shortfall not only highlights investors’ cautious stance but also emphasizes the increasing difficulty the Treasury faces in mobilising the volumes required to roll over maturing obligations and meet short-term financing needs.

Short-Term Bills Dominate, But at a Cost

Despite the overall undersubscription, the 91-day bill remained the most attractive option for market participants, pulling in GH¢3.93 billion in bids. The Treasury accepted GH¢3.83 billion of this amount. The 182-day instrument followed with GH¢749 million tendered and GH¢744 million accepted, while the 364-day tenor recorded GH¢266 million in bids, of which GH¢263 million was taken up.

The skewed preference for shorter maturities reflects ongoing investor caution. Market participants are reluctant to commit to longer exposures, especially in an environment they consider uncertain and yield-constrained. Analysts argue that the dominance of the 91-day bill suggests that investors are prioritising liquidity and flexibility rather than locking in funds for extended periods.

Yet even this preference has not been enough to lift overall confidence. With yields on Treasury bills showing only marginal movement, the instruments remain less competitive compared to alternative short-term options available to banks and institutional investors.

BoG’s Attractive Bills Pull Banks Away

One major reason for the ongoing undersubscription is the Bank of Ghana’s continued issuance of its own bills, often at more attractive yields. These central bank instruments, which form part of monetary policy liquidity management operations, have become the preferred choice for banks seeking higher returns in the short-term space.

Market analysts say institutional participation in Treasury auctions has been subdued largely because these alternative BoG instruments offer better value. Banks that typically serve as major buyers of government paper have therefore been reallocating significant portions of their portfolios toward these central bank bills.

This trend has tightened liquidity further within the Treasury securities market. With banking institutions shifting their purchasing power away from government bills, the Treasury is confronted with shrinking demand just when it most needs robust investor participation.

Liquidity Pressures Deepen Market Challenges

The liquidity environment remains tight across the financial ecosystem, and this is reinforcing the subdued demand. Several banks are operating with constrained balance sheets following sustained monetary tightening and sector-wide deleveraging efforts.

Given this backdrop, institutions have become more selective with placements, choosing instruments that offer the highest and quickest returns. Treasury bills, whose yields have barely moved despite rising risks and borrowing needs, have therefore lost their previous dominance as the default short-term investment option.

The recent auction data underscores this reality. Yields shifted only slightly across the curve: the 91-day bill inched up by 11 basis points to 11.13 percent from 11.02 percent the previous week. The 182-day bill rose by a marginal 2 basis points to 12.68 percent. Meanwhile, the 364-day bill slipped by 2 basis points to 13.06 percent. These modest movements have done little to entice yield-sensitive investors back to the table.

The persistent undersubscription trend raises questions about the Treasury’s ability to sustain its short-term debt strategy without having to make more drastic adjustments. With renewed pressure to refinance maturing obligations and to meet ongoing expenditure requirements, the government must strike a delicate balance between keeping borrowing costs manageable and making its instruments attractive enough to draw investors back.

In the upcoming auction, the Treasury aims to raise GH¢2.86 billion across the three maturities. Whether this target will be met remains uncertain. Analysts say that unless yields move meaningfully upward or liquidity conditions ease, the undersubscription pattern could intensify in the coming weeks.

Some observers argue that the Treasury may eventually be compelled to adjust pricing more aggressively or reduce reliance on short-term securities altogether. Others suggest that improved coordination with the Bank of Ghana on the scheduling and pricing of competing instruments could help stabilise market behaviour.

The Treasury now faces the challenge of pivoting quickly to restore confidence and ensure consistent funding flows. How it responds in the coming months may determine whether the short-term debt market regains its footing or slips further into instability.
