Ukrainian President Volodymyr Zelenskyy has awarded Elon Musk the Order of Freedom, one of Ukraine’s highest state honours, recognising what the presidency described as his “outstanding personal merits” in protecting human life and freedom and strengthening ties between Ukraine and the United States.
The award highlights the central role that Musk’s SpaceX and its Starlink satellite internet system have played in Ukraine’s defence since Russia launched its full-scale invasion in February 2022. Musk, the founder of SpaceX, has become one of the most influential and, at times, controversial private-sector figures connected to Ukraine’s war effort.
His decision to provide Ukraine with access to Starlink helped restore and maintain communications at a time when Russian attacks had disrupted conventional telecommunications infrastructure. Since then, the satellite internet network has become deeply integrated into Ukraine’s military operations. Ukrainian commanders and soldiers rely on the system to communicate, coordinate activities and maintain connectivity in areas where traditional communications networks are damaged or unavailable.
Starlink has also become increasingly important to Ukraine’s drone operations. Satellite connectivity has helped operators maintain communication links with unmanned systems and conduct operations over longer distances. Ukraine’s access to the technology has been particularly significant in supporting its medium-range drone campaign, which has targeted Russian logistics and military infrastructure.
The campaign has put pressure on supply routes and other strategic facilities, including in occupied Crimea, providing Kyiv with a degree of momentum not seen since its successful counteroffensives in the Kherson and Kharkiv regions in late 2022.
However, Musk has allowed Ukrainian forces to use Starlink within Ukraine’s internationally recognised territory, including areas currently occupied by Russian forces. At the same time, the system’s use has been restricted inside Russia.Those limitations have become increasingly important as Ukraine seeks to expand its long-range capabilities against Russian military and economic targets.
Zelenskyy has expressed interest in seeing Musk reconsider the policy limiting Starlink coverage over Russian territory. Such a change could allow Ukrainian forces to maintain satellite connectivity during longer-range drone operations inside Russia.
SpaceX has also taken action against the use of unauthorised Starlink terminals by Russian forces. Earlier this year, the company blocked terminals that had reportedly been used by Russian troops in occupied Ukrainian territory, a move that Ukrainian officials viewed as strengthening their position on the battlefield.
The decision to award Musk the Order of Freedom therefore reflects Ukraine’s recognition of Starlink as a strategically important tool in its defence against Russia.
Ukraine has relied heavily on assistance from foreign governments, international organisations, private companies and individual supporters since the beginning of Russia’s full-scale invasion. While military aid from Western governments remains central to Ukraine’s ability to defend itself, private-sector technology has also become an increasingly significant part of modern warfare.
Satellite communications, drones and other advanced technologies now play a major role in maintaining battlefield awareness and coordinating military operations.The recognition of Musk underscores how Starlink has become part of that technological landscape in Ukraine.
Zelenskyy Presents Annual National Legend of Ukraine Awards
The Ukrainian President also presented the National Legend of Ukraine awards to this year’s recipients in a ceremony attended by First Lady Olena Zelenska. A total of 18 National Legend of Ukraine awards were presented to Ukrainians and international figures recognised for contributions in public service, humanitarian work, national development, culture and other fields.
Among the recipients was Levko Lukianenko, the Ukrainian human rights activist and statesman, who received the award posthumously. José Andrés, founder of the World Central Kitchen charitable organisation and a United24 Ambassador, was also among those honoured. His organisation has provided humanitarian assistance in Ukraine, supporting communities affected by the war and delivering meals to people living in areas impacted by fighting and Russian attacks.
Former footballer Igor Belanov, named Europe’s Best Footballer in 1986, also received the National Legend of Ukraine award. Other recipients included Anatolii Borychevskyi, director of the Separate Unit of Prydniprovska Thermal Power Plant of DTEK Dniproenergo, and Senior Lieutenant Oleksandr Dziuba, Chief of the Staff Group of the 1st Separate Medical Battalion of Ukraine’s Land Forces.
The awards ceremony brought together recognition of Ukraine’s military defence, humanitarian efforts and civilian resilience at a time when the country continues to face the consequences of the prolonged war.
The National Legend of Ukraine awards, highlighted the wider range of people contributing to Ukraine’s resilience, from soldiers and energy workers to human rights advocates and international humanitarian figures. Together, the ceremonies reflected Ukraine’s continued effort to recognise those whose work has contributed to the country’s defence, survival and national identity during one of the most difficult periods in its modern history.
