 Capitation Grant Arrears Cleared, GES Directs Regions to Pay Schools

Management of the Ghana Education Service (GES) has announced the release of outstanding 2023 Capitation Grant arrears, disclosing that the funds have been transferred to the accounts of District Education Directorates nationwide for onward disbursement to individual schools.

In a directive issued to Regional Directors, GES Management confirmed that the transferred funds include the Sports and Culture component allocated to District Offices, while the corresponding Regional Sports and Culture components have been separately transferred to the designated accounts of Regional Offices.

GES Management was explicit in setting a firm timeline for the funds to reach their final destination, directing Regional Directors to ensure that the money is transferred to schools on or before the reopening of the first term of the 2026/2027 academic year.

“Regional Directors are therefore by this letter, requested to ensure that the funds are transferred to the schools on or before the reopening of the first term 2026/2027 academic year to enable Heads of Basic Schools operate seamlessly,”

Purpose Of the Capitation Grant

The Capitation Grant has long served as a critical funding mechanism supporting the day-to-day operational needs of Ghana’s basic schools, covering areas such as teaching and learning materials, minor school repairs, and other essential recurrent expenditure.

Delays in the disbursement of these funds have historically posed operational challenges for Heads of Basic Schools, making the timely release and onward transfer of arrears particularly significant for schools awaiting these resources.

To ensure compliance with the disbursement directive, GES Management disclosed that a monitoring team from its Headquarters would be visiting the regions specifically to track the progress of fund transfers to schools.

“A team from the Headquarters will be going to the regions for monitoring, so please ensure that the funds are transferred to the schools immediately,”

In closing the directive, GES Management expressed confidence in the continued cooperation of Regional Directors in ensuring the smooth and timely disbursement of the released funds, framing the exercise as a shared responsibility between Headquarters and regional administrative structures.

The release of the 2023 Capitation Grant arrears comes against a backdrop of longstanding concerns within Ghana’s basic education sector regarding delays in the disbursement of capitation funding, an issue that has periodically strained the operational capacity of schools reliant on these resources for routine expenses.

 By explicitly linking the disbursement deadline to the start of the new academic term, GES Management appears keen to ensure that schools are not left without necessary operational funding as the 2026/2027 academic year gets underway.

Distinguishing District and Regional Allocations

The directive’s clarification regarding the separate treatment of District and Regional Sports and Culture components suggests an effort to ensure clarity and accountability in how different portions of the arrears are tracked and utilised at their respective administrative levels, reducing the potential for confusion or misallocation between district-level and regional-level funding streams.

With the funds now confirmed as transferred to District Education Directorates, the practical impact of this release will depend heavily on how quickly Regional Directors act to complete the final transfer to individual schools ahead of the new term.

Given the Headquarters’ stated intention to monitor progress directly within the regions, schools and stakeholders are likely to be watching closely to see whether the funds reach their intended destinations within the stipulated timeline, ensuring that Heads of Basic Schools can begin the new academic year with the operational resources long owed to them.
