Sun Yuanwei, the Managing Director of the Ghana Manganese Company (GMC), has revealed that the company is pursuing strategic investments to establish a local manganese refinery, secure a concession at the Takoradi Port, and revive railway services to support its expanding mining footprint.
The multifaceted investment strategy seeks to drive industrial growth and boost value addition revenue within Ghana’s extractive sector.
“The refinery will not only add value to our ores but also expand revenues for the country. Most importantly, we will create opportunities for high-skilled employment and support the vision of changing the mining sector in Ghana.”

Expanding on this development, GMC is currently engaging key state entities, including the Ghana Ports and Harbours Authority (GPHA) and the Ghana Railway Development Authority (GRDA), to build an integrated logistical ecosystem.
Under the proposed framework, the concession at Takoradi Port will facilitate the seamless importation of heavy mining equipment while offering a dedicated terminal for exporting high-grade refined ores.
Simultaneously, restoring the mineral railway network linking mining communities like Tarkwa to coastal outlets will significantly ease vehicular congestion and prevent road degradation caused by heavy-duty haulage truck traffic.
Structural Need for In-Country Value Addition
For decades, Ghana’s mineral sector has relied heavily on raw commodity exports, shipping low-grade carbonate manganese ore directly out of the country.
This traditional model exposes the mining industry to global price volatility while stripping the host nation of downstream industrialization opportunities, critical tax revenues, and employment growth.
Establishing a local refinery directly addresses this structural gap by upgrading raw 26.5% manganese ore into enriched, high-value products exceeding 40% grade concentration. Upgrading the ore locally creates substantial economic multipliers:
Logistical Infrastructure and Port Integration
A key pillar of GMC’s operational expansion involves solving the region’s transport bottlenecks through multi-modal logistics.
The Western Region’s Road networks have long suffered from continuous heavy haulage, creating severe safety risks and structural wear along the critical Tarkwa-Takoradi transport corridor.
Re-establishing a functional rail line serves as a sustainable industrial freight solution. Rail logistics can bulk-transport heavy ores efficiently, dramatically reducing transit times, lowering operational cost profiles, and preserving public road infrastructure.
Integrating these operations directly with the Takoradi Port ensures a fully synchronized supply chain, allowing incoming cargo ships carrying machinery to return loaded with processed minerals.
Mr. Sun stressed the commercial synergy of the port engagement, noting, “We want to work together with GPHA so that Takoradi Port becomes busy again. Our ships will not come empty; they will come with equipment and return with refined ores.”
Deepening Regional Stakeholder Collaboration
During a high-level working visit to GMC’s Tarkwa site, Western Regional Minister, Joseph Nelson commended the enterprise for sustaining its long-term operations while backing the value addition agenda.
He emphasized that local processing fulfills a vital policy mandate to retain mineral wealth in host communities.
Minister Nelson highlighted that local refining “will also take off the load on our roads, which is a major challenge for us as a region,” pointing to the infrastructure relief that the refinery and rail projects will bring to Western Region residents.
Furthermore, Minister Nelson urged natural resource companies to foster direct, transparent, and continuous dialogue with host authorities rather than confining relationships to national regulatory bodies.
“Do not wait until you have challenges before you knock on our doors. We are your landlords, and your security and other support systems are also connected to the region,” he advised.
The Western Regional Coordinating Council has since assured GMC of its full backing to ensure the successful execution of these transformation initiatives.
