The Ministry of the Interior, under the directive of Minister Hon. Muntaka Mohammed Mubarak, has ordered a full-scale investigation into explosive claims that the Special Prosecutor (OSP), Mr. Kissi Agyebeng, has survived two separate assassination attempts.
The probe also extends to the allegation that Mr. Samuel Appiah Darko, the OSP’s Director of Strategy, Research, and Communications, was handcuffed and severely beaten by a contingent of police personnel while discharging his duties.
The Ministry’s prompt action follows the disclosure made by Mr. Darko on an Accra television station on December 6, 2025.

The Ministry stated that such life-threatening dangers to personnel of key accountability institutions, if true, could severely undermine the government’s intensified efforts to combat corruption and ensure public safety and affirmed that the matter is being treated with the utmost seriousness it deserves.

Mr. Samuel Appiah Darko made the startling revelations while underscoring the heightened, unseen risks associated with the OSP’s anti-corruption mandate. He stressed that the agency’s investigations frequently target powerful individuals with significant influence, making the work inherently dangerous and far more serious than the public may realise.
“The Special Prosecutor has survived two assassination attempts. Myself, I have been dragged out of my official vehicle, and beaten by 17 policemen,” Sammy Darko said.
Darko’s comments came amid renewed public debate over the OSP’s effectiveness, with some lawmakers in Parliament recently arguing the office should be abolished, citing a perceived lack of impact despite substantial budget allocations.
The OSP Director insisted that many of the cases the office handles are complex and sensitive, requiring extreme caution, and argued that public criticism regarding the pace and outcomes of OSP investigations often fails to account for the real, physical dangers faced by its personnel.
Preliminary Findings
In response to the gravity of the claims, the Ministry of the Interior launched initial contacts to establish the facts. These preliminary findings revealed discrepancies in the timing and reporting of the alleged assassination attempts.

According to the Ministry, initial contact with Mr. Kissi Agyebeng indicated that the alleged attempts on his life, as claimed by his Director, happened before this current year (2025).
Crucially, the Ministry disclosed that its checks across state institutions have revealed that there is no record or formal report of such threats against the Special Prosecutor’s life filed at any police station or with any of the state security agencies in the country.
Despite the lack of a formal report, the Ministry maintained that the severity of the allegations demands a complete and thorough investigation. Minister Hon. Muntaka Mohammed Mubarak, citing the legal principle that “crime does not expire,” directed a full-scale probe into the matter.
“The Ministry has ordered a full-scale investigation into the claim of assassination attempts,” the statement confirmed.
In addition to the threats against the Special Prosecutor, the Ministry also ordered an immediate and separate investigation into the specific claim made by Mr. Samuel Appiah Darko regarding his alleged assault by 17 police personnel.

The Ministry stressed that the success of the intensified anti-corruption drive depends on the government’s ability to protect the individuals on the frontline of these high-stakes battles.
The Ministry promised to update the public on the outcome of these investigations and the actions to be taken, confirming that the state intends to get to the bottom of the claims, irrespective of when the incidents allegedly occurred or whether they were formally reported.
