The Ghana Cocoa Board of Directors, led by Samuel Ofosu Ampofo, has announced a major cost-saving measure as part of broader reforms aimed at stabilising and strengthening Ghana’s cocoa sector.

In a public notice issued during the 2025/26 cocoa season, the Board of Directors resolved to waive all sitting allowances for the remainder of the season, describing the decision as an act of shared sacrifice and responsible leadership.

According to the Board, the move is intended to support ongoing efforts to reform the cocoa industry at a time of mounting financial pressure. The statement noted that the waiver reflects a commitment to prudent financial management as the institution works to address recent operational challenges and restore confidence across the cocoa value chain.

The Board emphasised that leadership must demonstrate restraint and accountability while guiding the sector through a difficult transition. The decision comes against the backdrop of a liquidity crisis that has strained the finances of the cocoa regulator.

Global cocoa market volatility, rising operational costs, and revenue pressures have combined to create funding gaps that threaten the smooth functioning of the industry.

As Ghana remains one of the world’s leading cocoa producers, the stability of the sector is closely tied to national economic performance and the livelihoods of hundreds of thousands of smallholder farmers.

A Wider Reform Agenda Focused on Efficiency

In its statement, the Board stressed that the waiver of sitting allowances is not symbolic, but forms part of a wider reform agenda focused on efficiency, accountability, and long-term sustainability.

It reaffirmed its dedication to safeguarding farmer incomes while working with government and industry stakeholders to secure a resilient future for cocoa production in Ghana. The Board underscored that difficult decisions are necessary to ensure that the industry remains competitive and financially viable.

The announcement follows an earlier directive by the Chief Executive Officer of COCOBOD, Ransford Abbey, who revealed that executive management and senior staff had voluntarily accepted salary reductions for the remainder of the 2025/26 crop year.

Under the directive, executive management took a 20 percent pay cut, while senior staff absorbed a 10 percent reduction. The CEO described the move as a collective response to the institution’s financial constraints and a demonstration of leadership responsibility.

Dr. Abbey’s directive highlighted the severity of the liquidity challenges confronting COCOBOD. The institution has faced growing difficulty in bridging the gap between operational expenditures and declining global revenues.

These pressures have raised concerns about the sustainability of key activities, including farmer payments, logistics, and quality assurance, all of which underpin Ghana’s reputation for premium cocoa.

The alignment between the Board’s decision and management’s salary cuts signals a unified approach to reform at the highest levels of the institution. By forgoing personal financial benefits, leadership aims to set a tone of discipline and shared responsibility throughout the organisation.

Such measures are rare and underscore the urgency of the current situation. COCOBOD has long been central to Ghana’s cocoa success, overseeing pricing, quality control, research, and exports. Ghanaian cocoa commands a premium on the international market due to strict quality standards and traceability systems.

Maintaining this reputation requires sustained investment, even as financial pressures intensify. The Board acknowledged that reforms must strike a balance between cost containment and protecting the systems that support quality and farmer welfare.

Commitment to Collaborative Engagement

The public notice also reiterated the Board’s commitment to collaborative engagement with government, farmers, and industry partners. According to the statement, reforming the cocoa sector is a shared responsibility that extends beyond COCOBOD’s internal measures.

Structural challenges, including productivity constraints, climate impacts, and market fluctuations, require coordinated responses to ensure long term resilience. Farmer livelihoods remain a central concern in the reform process. Cocoa farming supports millions of Ghanaians directly and indirectly, making stability in the sector a national priority.

The Board assured stakeholders that cost-saving measures at the leadership level are intended to protect critical support for farmers rather than shift the burden downward. By absorbing financial sacrifices at the top, COCOBOD aims to preserve trust and social cohesion within the cocoa value chain.

Industry analysts view the waiver of sitting allowances and salary reductions as a signal to both domestic and international partners that Ghana is serious about reforming its cocoa sector.

Transparency, accountability, and fiscal discipline are increasingly important as global buyers and financiers scrutinise governance standards across commodity supply chains. As the 2025/26 cocoa season progresses, attention will turn to the outcomes of these reforms and whether they succeed in stabilising COCOBOD’s finances.

For now, the Board’s decision represents a notable gesture of leadership accountability at a critical moment for one of Ghana’s most important economic sectors. The coming months will test whether shared sacrifice at the top can translate into renewed confidence and sustainability across the cocoa industry.
