Gang Jailed After Major Illegal Waste Dumping Operation Across London

Four men have been sentenced for their roles in a coordinated illegal waste dumping operation across multiple sites in London, following a major investigation by the Environment Agency that exposed a year-long pattern of organised environmental crime.

The Environment Agency confirmed that Patrick Doherty received a 28-month prison sentence, Martin Ward 18 months, while Michael Ward (also known as Martin McCann) and Simon O’Donnell were each given 14-month suspended sentences after their conviction for conspiracy to illegally dump controlled waste.

The court heard that the four men carried out a calculated and repeatable operation that targeted vacant sites across the capital.

Over the course of a year, the group unlawfully occupied six locations, rapidly transforming them into illegal dumping grounds within hours of gaining access. Once a site had been taken over, tipper trucks arrived in convoy, offloading large volumes of waste including tyres, construction debris, and materials from house clearances. After filling each location, the group would move on to a new site, repeating the same pattern of activity.

Investigators described the operation as both sophisticated and deliberate, with efforts made to conceal identities and avoid detection. CCTV footage showed individuals interfering with surveillance systems, directing incoming vehicles, and taking steps to obscure vehicle registration plates. In some cases, identifying labels were removed from waste materials to prevent them from being traced.

According to Environment Secretary, Emma Reynolds, “the actions of these shameless waste criminals are unacceptable and have rightly been punished.”

“My message is simple break the law by dumping waste and we will come after you. This Government is stepping up action, through our Waste Crime Action Plan, with new powers and more funding for the authorities and tougher punishments for criminals.”

Moreover, Matt Higginson, Environment Manager for the Environment Agency stated that, “this verdict is justice for residents who have had to endure misery and environmental damage at the hand of this gang.”

“We are laser focused on tackling illegal waste crime and are stepping up action with better intelligence, faster interventions and naming and shaming rogue operators. I would urge anyone who suspects illegal waste activity to report it anonymously so we can tackle these crimes head on.”

The operations of the gang has left a significant financial and operational impact on landowners and businesses across the affected sites. At a site in Croydon, clean-up costs reached £300,000 after large quantities of waste were dumped. Security cameras were damaged, and a company representative attempting to access the premises was reportedly threatened and denied entry.

At another location in Colliers Wood, it was reported that, a worker was issued with a demand for payment to prevent further dumping. When the money was not paid, waste was piled high across the site, leaving the landowner with a clean-up bill of £15,000.

Despite attempts to evade detection, investigators were able to build a detailed case using footage from nearby cameras, council systems, and police body-worn equipment. This evidence enabled authorities to track the group’s activities across multiple sites and link them to the offences.

 Crackdown on Waste Crime Intensifies

The case comes as the government step up efforts to tackle illegal waste activity, which continues to pose a major environmental and economic challenge across the UK.

According to the government, waste crime costs the UK more than £1 billion annually, affecting communities, damaging the environment, and undermining legitimate businesses. As a result, the government has introduced a range of measures aimed at strengthening enforcement and deterring offenders.

The new Waste Crime Action Plan sets out a tougher approach, including enhanced powers for enforcement officers and measures designed to ensure offenders are held accountable. These include proposals for clean-up squads and expanded authority for investigators to act more quickly against illegal sites.

The government has also committed additional funding to support enforcement efforts. An extra £45 million has been allocated to the Environment Agency over the next three years, alongside a previously announced £5.6 million increase for the current financial year. This funding is intended to support more investigations and increase the number of enforcement personnel on the ground.

Moreover, the Environment Agency has also introduced a 10-point plan aimed at improving how waste crime is identified and tackled, with a focus on better intelligence-sharing and faster intervention.

They added that, the successful prosecution of the four men demonstrates the increasing effectiveness of coordinated enforcement efforts and signals a stronger stance against organised environmental crime.

The Environment Agency continues to encourage members of the public to report suspected illegal waste activity, noting that community information can play a key role in identifying and stopping offences early.
