A new national tracking poll conducted by Global InfoAnalytics has revealed that a majority of Ghanaian voters believe both the Attorney General’s Department and the Office of the Special Prosecutor should play a central role in the country’s fight against corruption.
The findings, shared by the Executive Director of Global InfoAnalytics, Musah Dankwa, suggest that Ghanaians favour a collaborative institutional approach rather than relying exclusively on a single anti-corruption body.
According to the June 2026 tracking poll, 36 percent of respondents indicated that both the Attorney General and the Office of the Special Prosecutor are best positioned to combat corruption effectively.
The figure represents the largest share of responses recorded on the question, highlighting public confidence in a complementary anti-corruption framework.
The Attorney General’s Department emerged as the second most preferred institution, with 24 percent of respondents expressing the view that it is better suited to lead the fight against corruption.
Meanwhile, 18 percent of voters identified the Office of the Special Prosecutor as the institution with the greater capacity to tackle graft independently. A further 13 percent of respondents said neither institution could fight corruption better, while nine percent indicated they had no opinion on the matter.
Public Sentiment Amid Institutional Debate
The poll results come at a time when Ghana’s anti-corruption architecture is the subject of intense public and legal scrutiny following developments involving the Attorney General’s Department and the Office of the Special Prosecutor.
The two institutions occupy important positions within Ghana’s justice system, but recent events have raised questions about the scope of their respective mandates and how they should interact in prosecuting corruption-related offences.
The Office of the Special Prosecutor was established under the Office of the Special Prosecutor Act, 2017 (Act 959), with a specific mandate to investigate and prosecute cases involving suspected corruption and corruption-related offences.
The office was designed to function independently, free from executive influence, and equipped with investigative powers intended to strengthen Ghana’s anti-corruption efforts.
On the other hand, the Attorney General’s Department derives its authority from Article 88 of the 1992 Constitution, which designates the Attorney General as the principal legal adviser to the government and grants the office responsibility for initiating and conducting criminal prosecutions on behalf of the state.
The relationship between the two institutions has come under renewed focus following an April 2026 ruling by an Accra High Court directing the Attorney General to assume control of all criminal prosecutions initiated by the Office of the Special Prosecutor until formal authorisation procedures are clarified.
The decision effectively suspended the OSP’s independent prosecutorial authority in affected cases and triggered widespread debate among legal experts, civil society organisations and governance advocates.
Support for Institutional Cooperation
The Global InfoAnalytics poll appears to indicate that many Ghanaians do not necessarily view the mandates of the Attorney General and the Office of the Special Prosecutor as mutually exclusive.
Instead, the largest segment of respondents expressed confidence in both institutions working together to address corruption, suggesting that voters may prioritise effectiveness and accountability over institutional rivalry.
The findings also reveal that while support exists for each institution individually, public opinion is more strongly aligned with a collaborative approach that combines the constitutional authority of the Attorney General with the specialised investigative focus of the OSP.
The results could reflect growing public awareness of the complexities involved in prosecuting corruption cases, particularly those involving politically exposed persons and large-scale financial crimes.
At the same time, the fact that 13 percent of respondents believe neither institution can fight corruption better points to persistent scepticism regarding Ghana’s broader anti-corruption efforts.
Implications for Anti-Corruption Reforms
The poll results arrive against the backdrop of ongoing legal proceedings and policy discussions aimed at clarifying the constitutional and operational boundaries between the Attorney General and the Office of the Special Prosecutor.
The Supreme Court is expected to play a crucial role in providing legal certainty regarding the extent of prosecutorial independence afforded to the OSP and the oversight responsibilities of the Attorney General.
Governance analysts argue that public trust remains a critical ingredient in the success of anti-corruption initiatives. Institutions tasked with fighting corruption must not only possess the legal authority and technical capacity to act, but also maintain public confidence in their impartiality and effectiveness.
The June tracking poll therefore offers important insight into how voters perceive Ghana’s anti-corruption institutions at a time of significant institutional debate.
While opinions remain divided over which body should take the lead, the findings suggest that many Ghanaians are less concerned about institutional competition and more interested in seeing concrete results in the fight against corruption.
As legal and constitutional questions surrounding the two institutions continue to evolve, public expectations remain clear. Ghanaians want accountability, transparency and stronger action against corruption, regardless of which institution ultimately leads the effort.
For policymakers and anti-corruption advocates, the message from the latest poll may be that cooperation rather than confrontation offers the most credible pathway toward restoring confidence in the country’s anti-corruption framework.
