Tebas Signals Barcelona Are Close to Financial Recovery After Years of Struggles

Barcelona’s long-running financial crisis may finally be easing after La Liga president Javier Tebas suggested the Catalan club is now in a position to operate under the league’s standard financial regulations.

Speaking during the summer courses at the Complutense University in San Lorenzo de El Escorial, Tebas indicated that Barcelona appear to have met the requirements of La Liga’s financial control system, although he stopped short of officially confirming the club’s status.

When asked whether Barcelona had returned to the league’s 1:1 spending rule, Tebas said: “I think so. Let Barça say so. We communicated it to them. The Economic Control department is handling it.”

His remarks come at a significant time for the Spanish champions, who have spent several transfer windows restricted by financial regulations after accumulating enormous debts and wage commitments that exceeded La Liga’s spending limits.

What the 1:1 Rule Means

The 1:1 rule is La Liga’s financial regulation that allows a club to spend every euro it earns or saves on registering new players.

Once a club complies with the league’s salary cap and financial requirements, it can reinvest income from player sales, reduced wages or new commercial revenue without major restrictions.

For clubs outside the rule, spending is heavily limited. In recent years, Barcelona often operated under stricter ratios, meaning only a fraction of the money generated through player sales or salary reductions could be used to register new signings.

That situation complicated the registrations of several players and forced the club to pursue creative financial solutions including convincing contracted players to agree to a salary reduction and given up most of their assets to sponsorship to generate revenue.

Years of Financial Turmoil

Barcelona’s financial problems began to intensify following years of rising wage bills, expensive transfers and declining revenues, leaving the club with significant debt.

Since then, the club has introduced a series of economic measures to improve its finances. Ahead of the close of the latest financial year, Barcelona secured around €14 million through the partial resale of VIP seats at the redeveloped Spotify Camp Nou and also completed the permanent transfer of Ansu Fati to Monaco. Those transactions are viewed as important steps towards restoring financial stability.

If Barcelona are officially back under the 1:1 rule, it would give the club far greater flexibility in the transfer market than it has enjoyed in recent seasons.

Transfer Spending and Financial Fair Play

Tebas also explained that transfer fees are not charged entirely in the year a player is signed.

Instead, the transfer cost is spread across the duration of the player’s contract through amortisation. For example, a player signed for €120 million on a five-year deal would count as €24 million per season for Financial Fair Play purposes, with the player’s annual salary added on top.

That accounting method is one reason clubs can complete expensive transfers while remaining within financial limits, provided they comply with La Liga’s salary regulations.

Beyond Barcelona’s finances, Tebas dismissed suggestions that his cordial relationship with club president Joan Laporta could influence La Liga’s decisions, insisting that institutional respect should never be confused with preferential treatment.

He also argued that neither Barcelona nor Real Madrid have strong grounds to complain about refereeing standards over recent years, despite ongoing debates surrounding officiating in Spanish football.
