JICA Renews Commitment to Ghana’s 24-Hour Economy and Industrial Modernization

The Ministry of Trade, Agribusiness and Industry (MoTAI) has secured a multi-tiered commitment from the Japan International Cooperation Agency (JICA) to accelerate Ghana’s economic and industrial transformation, formalized during a high-level bilateral session at MoTAI’s headquarters in Accra.

This updated bilateral alliance is engineered to inject advanced technical assistance and targeted development funding into the country’s ongoing industrial modernization programs, positioning Ghana to transition away from a primary commodity-exporting model toward a highly diversified, value-added manufacturing economy.

The renewed international partnership materialized during an official diplomatic reception where the Deputy Minister for Trade, Agribusiness and Industry, Hon. Sampson Ahi, on behalf of the Sector Minister, Hon. Elizabeth Ofosu-Adjare, received the Chief Representative of JICA in Ghana, Mr. Uchiyama Takayuki.

“Mr. Uchiyama expressed appreciation to the Government and the Ministry for what he described as a long-standing and productive partnership between both sides. He reaffirmed JICA’s continued commitment to supporting Ghana’s development priorities, particularly efforts aimed at boosting industrial growth, improving productivity, and advancing the 24-Hour Economy framework”

As global supply networks experience shifting dynamics, the intervention by the Japanese international development wing indicates a calculated effort to back the sovereign industrial frameworks of the country with verified technical cooperation models.

Hon. Ahi led a senior team of policy advisors to harmonize bilateral targets with the primary focal point being the implementation of the ambitious 24-Hour Economy framework. Both sides addressed the initiative as a major mechanism to maximize industrial factory capacity, expand employment opportunities, and optimize national logistical networks.

To ensure this ambitious operational model remains sustainable, JICA’s chief representative emphasized that the Japanese agency will closely coordinate with Ghanaian public and private institutions to embed targeted capacity building, lean manufacturing principles, and automated operational standards directly into local enterprises.

This synchronized institutional focus is intended to eliminate bottlenecks, slash processing costs, and improve floor-level production efficiencies, ensuring that domestic factories can successfully maintain safe, profitable, and highly competitive round-the-clock shift structures.

For MoTAI, this targeted commitment guarantees that Ghana’s industrial hubs receive the oversight and specialized knowledge transfers needed to translate macroeconomic policies into measurable factory-floor production gains across the country.

Boosting Productivity

A core component of the renewed bilateral arrangement is the optimization of factory-floor output across the country’s manufacturing zones. Beyond capital injections, industrial modernization demands an overhaul of systemic workflow procedures, technical labor training, and factory machinery integration.

According to MoTAI, the partnership with JICA has been calibrated to introduce highly advanced Japanese manufacturing methodologies to domestic firms, providing them with the competitive edge required to excel within broader continental trade frameworks.

Working directly through established Ghanaian public institutions, JICA aims to roll out technical aid modules that focus on cutting operational waste, upgrading product quality assurance, and improving energy efficiency for heavy industries.

Mr. Uchiyama noted that this long-term focus ensures that local enterprises can expand their outputs sustainably, creating a reliable foundation for deep economic transformation that protects local industries from volatile global market trends.

A sub-sectoral priority addressed during the engagement was the modernization of the country’s agribusiness value chains, with the Ministry’s core strategy relying heavily on integrating raw agricultural output with robust domestic processing plants, effectively blocking the costly export of unrefined raw materials.

Through JICA’s specialized development assistance programs, MoTAI plans to deploy advanced storage networks, temperature-controlled transit channels, and localized agro-processing equipment across key rural and urban farming zones.

Modernizing these primary agricultural supply lines is expected to reduce post-harvest losses, elevate product standardization, and enable local agribusinesses meet strict international quality and phytosanitary metrics.

Moreover, this upgrade will be integrated with updated trade facilitation protocols to accelerate customs clearing times, streamline cross-border shipping documentation, and expand the country’s overall penetration into lucrative global commodity markets, including direct access to premium international consumer bases.

The concluding phase of the deliberations centered on the historical and institutional strength of the relationship between both nations, as the Japanese delegation emphasized that JICA’s long-term deployment strategy will remain completely aligned with Ghana’s goals.

Accepting the assurances, Hon. Sampson Ahi reiterated that the government remains fully focused on removing regulatory barriers and building an enabling environment for foreign development partners.

MoTAI confirmed that it will continue to pursue strategic international alliances to secure the capital, technology, and infrastructural foundations necessary to anchor Ghana’s long-term sovereign industrial independence.
