BoG Unveils New Bold Digital Banking Framework

The Bank of Ghana (BoG) is preparing to introduce a landmark Digital Banking Framework that is expected to reshape the country’s rapidly expanding financial sector, as regulators move to keep pace with the surge in digital financial services and technological innovation.

Governor Dr. Johnson Asiama announced that the central bank has completed work on the new regulatory framework and accompanying draft guidelines, marking a significant step toward establishing a stronger legal and supervisory foundation for digital banking in Ghana.

Speaking during the Financial Architecture Summit held at the National Banking College in Accra, Dr. Asiama revealed that the framework is now ready for stakeholder consultations before its official implementation.

“We have prepared the Digital Banking Framework, together with comprehensive draft guidelines, and it is now ready for stakeholder consultation, to support its timely implementation and provide a clear regulatory foundation for the next phase of digital banking in Ghana.”

The announcement comes at a time when Ghana’s financial ecosystem is undergoing rapid digital transformation, with mobile banking, fintech innovations, electronic payments and digital financial services becoming central to economic activity.

Financial sector no longer revolves around traditional banks

According to Dr. Asiama, the financial services industry has evolved far beyond conventional banking institutions and physical branches.

“The financial system we regulate today is no longer defined only by banks, balance sheets and banking halls, but rather by digital platforms, payment networks, technology providers and new forms of financial intermediation.”

His remarks underscore the growing influence of fintech companies, payment service providers and technology driven financial solutions that are changing how individuals and businesses access financial services.

The Governor stressed that regulatory approaches must evolve alongside these developments.

Rather than concentrating solely on the stability of individual financial institutions, regulators must now oversee a broader and more interconnected digital financial ecosystem capable of supporting innovation while protecting consumers and maintaining financial stability.

Virtual asset regulations gather momentum

Beyond digital banking, the Bank of Ghana is also accelerating efforts to regulate Ghana’s emerging virtual asset industry.

Dr. Asiama disclosed that following the passage of the Virtual Asset Service Providers (VASP) Act, 2025, the central bank is collaborating with the Securities and Exchange Commission to establish the operational rules needed for implementation.

“The Bank of Ghana is now developing, alongside the Securities and Exchange Commission, the licensing requirements and implementation guidelines that will operationalise it.”

The move is expected to provide legal certainty for businesses operating within the virtual asset ecosystem while strengthening investor confidence and improving regulatory oversight of digital assets.

e-Cedi project enters a new phase

The Governor also reaffirmed the Bank of Ghana’s commitment to the development of the e-Cedi, Ghana’s proposed central bank digital currency.

Rather than limiting its use to domestic retail transactions, the central bank is exploring broader applications that could significantly improve payment efficiency across the financial system.

“We are continuing on Ghana’s digital currency, by exploring its potential application to cross-border transactions and to wholesale payments within the domestic financial system, as a complement to the existing RTGS infrastructure.”

The initiative could position Ghana among African countries leading the adoption of central bank digital currencies, with the potential to facilitate faster cross-border payments, reduce transaction costs and strengthen financial inclusion.

Dr. Asiama emphasized that a modern payment infrastructure remains essential for national development.

“A modern payment system is a critical national infrastructure that underpins commerce, investment and economic growth.”

Cybersecurity takes centre stage

As financial services become increasingly digital, the Governor highlighted cybersecurity as one of the most important priorities for regulators.

He explained that the Bank of Ghana’s supervisory responsibilities now extend beyond monitoring capital adequacy and liquidity to protecting the digital infrastructure that supports Ghana’s economy.

“The revised Cyber and Information Security Directive, which we launched in March, is the clearest expression of that shift.”

The revised directive introduces stronger requirements for financial institutions to enhance cyber resilience, strengthen governance structures and improve oversight of technology related risks.

Notably, it requires boards of financial institutions to build greater expertise in cyber risk management while introducing Ghana’s first comprehensive governance framework for artificial intelligence within the financial sector.

The framework covers the responsible use of AI in areas including fraud detection, credit scoring and customer service.

In addition, it establishes clear standards governing cloud technology adoption while applying a proportional regulatory approach that reflects industry feedback.

“It also establishes clear rules for the adoption of cloud technology, and a proportionality framework exists because we listened to the industry before we issued it, not afterwards.”

Innovation must go beyond technology

While embracing digital transformation, Dr. Asiama cautioned financial institutions against viewing innovation solely as technological advancement.

He urged industry players to invest equally in governance, cybersecurity, consumer protection, talent development, risk management and responsible leadership.

According to him, sustainable digital transformation requires strong institutions capable of protecting customer data while delivering innovative financial services that promote trust and confidence.

As Ghana’s digital economy continues to expand, the Bank of Ghana’s new Digital Banking Framework is expected to provide the regulatory certainty needed to encourage innovation while ensuring the financial system remains secure, resilient and inclusive for businesses, investors and millions of consumers.

The forthcoming stakeholder consultations will offer financial institutions, fintech firms and other industry participants the opportunity to contribute to shaping what could become one of the most significant regulatory reforms in Ghana’s modern banking history.
